METRO-LAMPUNG, BERITATERKINI.CO.ID | Hasil pembangunan Gedung Perpustakaan Institut Agama Islam Negeri (IAIN) usai mendapat sorotan dari LSM, sepertinya potensi polemik proyek tersebut terus berlanjut, melalui bagian Hubungan Masyarakat (humas) IAIN Kota Metro memberikan keterangan kepada kantor media beritaterkini dan Jarrakposjambi.com, Senin (6/4/2020).

Menurut Sarto Sutik selaku Humas IAIN mengatakan proses pekerjaan gedung Perpustakaan sudah selesai dikerjakan, walaupun pada saat proses diselesaikannya, Kontraktor pelaksana melebihi waktu yang telah disepakati dalam kontrak kerja, namun oleh pengguna Anggaran diberikan waktu atau kesempatan agar menyelesaikan hasil proyek pembangunan Gedung Perpustakaan tersebut.

“Setahu Saya iya (proyek diselesaikan melebihi batas waktu pada kontrak kerja) oleh kontraktor, tetapi ada regulasi yang mengatur sendiri terkait masa denda pembangunan Gedung yang bersumber dari Anggaran SBSN”, kemudian kepada kantor berita Jarrakposjambi.com, Sarto sutik mengirimkan file berbentuk pdf melalui pesan WhatsAPP yang isinya tentang Peraturan Menteri Keuangan (PMK) RI Nomor 6 Tahun 2019 pasal 27 berbunyi Penyelesaian sisa pekerjaan yang dapat dilanjutkan sesuai ke Tahun Anggaran berikutnya sebagaimana dimaksud dalam Pasal 25 harus memenuhi ketentuan ;
a. Berdasarkan penelitian PPK, penyedia barang/jasa akan mampu menyelesaikan keseluruhan pekerjaan setelah diberikan kesempatan sampai dengan 90 Hari Kalender sejak berakhirnya masa Pelaksananaan pekerjaan,
b. Penyedia Barang/Jasa sanggup untuk menyelesaikan sisa pekerjaan paling lambat 90 Hari Kalender sejak berakhirnya masa pelaksanaan pekerjaan yang dinyatakan dengan surat pernyataan kesanggupan yang ditandatangani di atas kertas.

Sementara itu saat ditanya oleh awak media tentang besaran jumlah uang denda yang harus dibayar oleh kontraktor pelaksana, dan kapan pekerjaan diselesaikan Sarto Sutik menjawab tidak mengetahui berapa uang denda yang harus disetor, tapi denda tersebut ada dan disetorkan ke Kas Negara.
“Ada denda untuk kontraktor dan disetorkan ke Kas Negara, waduh terkait nilai denda Saya ga paham yang pasti seusai Perpres Nomor 16 Tahun 2018 tentang pengadaan Barang/Jasa kalau gak salah, gak begitu hafal”, terang Humas IAIN Metro.

Lebih lanjut saat Kantor berita media Jarrakposjambi.com menanyakan kapan tentang waktu keterlambatan, terhitung dari tanggal kapan dan sampai tanggal berapa Sarto menjawab singkat, kontrak berakhir sampai pekerjaan terselesaikan.

“Berakhirnya masa kontrak sampai pekerjaan terselesaikan, kalau gak salah akhir Bulan Februari 2020, kalau yang pas jawabnya PPK”, imbuhnya.

Disinggung, agar pertanyaan awak media diteruskan kepada PPK proyek pembangunan Gedung Perpustakaan, Sarto meminta awak media untuk membuat surat tertulis langsung kepada PPK Proyek.

“Enaknya surat aja bang, biar kita proses pertanyaan dan informasi yang dibutuhkan, biar dijawab tertulis PPK”, ungkapnya.

Terpisah Koordinator Wilayah Lampung Timur dan Metro, Lembaga Swadaya Masyarakat (LSM) KAMPUD, Fitri Andi menyayangkan hasil tanggapan dari Humas IAIN yang terkesan tidak transparan dan terbuka dalam memberikan informasi.

“Seharusnya melalui Humas IAIN Metro mampu memberikan informasi yang tepat, tentang kapan kontrak pekerjaan tersebut berakhir, jika jawabannya kontrak berakhir sampai pekerjaan terselesaikan jelas itu kurang tepat? tahun 2020 saja pekerjaan belum selesai, sedang anggaran proyek dari Tahun 2019, kemudian berapa denda yang dibayarkan ke kas Negara oleh kontraktor atas keterlambatan tersebut?, jadi tidak terkesan menutupi kondisi pekerjaan sebenarnya, faktanya banyak berita hasil pekerjaan tidak maksimal”, Kata Andi yang juga Ketua LSM APKAN RI Lampung, Rabu (8/4/2020).

Diketahui bahwa proyek pembangunan Gedung yang berlokasi di Kampus 2 IAIN Metro Jalan Ki Hajar Dewantara 38B Lampung Timur, dibangun 3 lantai dengan luas 2.285 M2, menelan Anggaran Negara sebesar Rp. 14.759.722.000,-.

Sebelumnya Andi juga menjelaskan mengenai proses pelaksanaan tender yang dinilai ada kejanggalan, sebab dari 62 Perusahaan yang mendaftar sebagai peserta hanya 2 perusahaan yang mengajukan harga penawaran dan anehnya lagi panitia atau Pokja pengadaan/Unit Kelompok Pengadaan Barang dan Jasa (UKPBJ) memenangkan perusahaan dengan harga tertinggi.

“Kami menduga ada kongkalikong antara perusaahan peserta tender, perusahaan yang menyampaikan harga penawaran dan perusahaan pemenang bersama panitia lelang, terlihat proses lelang hanya bersifat formalitas. Untuk memenuhi tahapan saja namun semuanya sudah dikondisikan, ungkapnya, Minggu (5/4/2020).

“Kalau proses lelangnya fair sesuai aturan hukum, paling tidak sebelum menentukan Perusahaan pemenang panitia melakukan klarifikasi lapangan dengan meninjau alamat kantor yang kabarnya di Banda Aceh tepatnya Jalan Prof. A Majid Ibrahim 1 Nomor 10 Banda Aceh Kota Aceh, apakah benar alamatnya SARJIS AGUNG INDRAJAYA. PT ada? Apalagi ditinjau dari harga penawaran antara perusahaan PT. PUBADOT JAYA ABADI yang memiliki harga penawaran Rp. 12.451. 079.289 dibandingkan dengan harga penawaran Perusahaan pemenang SARJIS AGUNG INDRAJAYA. PT Rp. 13.549.137.116 terdapat selisih pemborosan uang Negara Rp. 1.098.057.827, jelas ini bertentangan dengan Kepres Nomor 16 Tahun 2018 Tentang Pengadaan Barang Dan Jasa Pemerintah, khususnya tentang harga penawaran terendah dari peserta lelang, serta bertolak belakang dengan semangat Menteri Keuangan dalam rangka efisiensi anggaran.

WakilRektor II IAIN Metro Dr. Mukhtar Hadi, M.Si menerangkan, pada awal pendantanagan kontrak kerja proyek tersebut bersumber dari Anggaran Surat berharga Syariah Negara (SBSN) yang tujuannya untuk meningkatkan mutu pendidikan serta diharapkan dapat bermanfaat untuk seluruh civitas akademika, Senin (29/7/2019), dikutip dari metrouniv.ac.id

Pelaksanaan pembangunan Gedung Perpustakaan IAIN Metro selain dikerjakan oleh PT. Sarjis Agung Indrajaya, IAIN Kota Metro juga bekerjasama dengan Tim PTP PU Lampung Timur, MK dan tim SBSN guna mengawal jalannya proyek pembangunan Perpustakaan tersebut selama 150 Hari dari penandatanganan kontrak kerja berakhir pada Bulan Desember 2019 namun dikabarkan sampai awal Tahun 2020 Proyek tersebut tidak kunjung selesai. /Beritaterkini
