Bali, BeritaTerkini.co.id | Pemerintah Indonesia, seperti disampaikan Presiden Joko Widodo telah mengambil kebijakan untuk memberlakukan pola baru dalam penanganan wabah covid-19 yang disebut sebagai kebijakan “New Normal”, kenormalan baru. Turunan kebijakan ini berbentuk relaksasi sektor ekonomi demi membangkitkan dan memulihkan kehidupan masyarakat Indonesia secara umum. Inti dari kebijakan “New Normal” ini seperti disebutkan oleh Presiden Joko Widodo bahwa masyarakat harus memulai kembali aktivitas kehidupan dengan kenormalan baru namun tetap disiplin dalam penerapan protokol kesehatan secara disiplin guna memutus mata rantai penularan wabah covid-19. Dalam bahasa Presiden Joko Widodo, masyarakat Indonesia harus hidup “berdamai” dengan wabah covid-19 sampai nanti vaksin penyembuh covid-19 ditemukan. Intinya adalah tetap disiplin dalam penerapan protokol kesehatan dalam melawan wabah covid-19, namun di sisi yang lain aktivitas ekonomi bisa tetap berlangsung.
Dalam ranah ilmu kebijakan publik (Public Policy), sebuah kebijakan yang dikeluarkan oleh sebuah institusi, seperti pemerintah tentu akan menimbulkan sikap pro dan kontra di masyarakat (publik). Ini telah menjadi phenomena umum bahwa dalam sistem ketatanegaraan yang menganut sistem demokrasi aspirasi yang berkembang dalam masyarakat akan ditanggapi dengan sikap setuju dan tidak setuju. Dalam sebuah pemerintahan yang baik dan demokratis maka setiap kebijakan yang akan dikeluarkan kiranya mampu mengakomodasi aspirasi yang berkembang di masyarakat, baik itu kelompok yang pro mau pun yang kontra.
Secara fakta, terlihat dalam berbagai pendapat masyarakat, di mana kebijakan New Normal yang digaungkan oleh pemerintahan Presiden Joko Widodo dalam penanganan wabah covid-19 di Indonesia ditanggapi dengan sikap pro dan kontra oleh publik, seperti dilaporkan berbagai media online dan offline. Sikap yang pro tentu menyambut dengan gembira atas kebijakan “New Normal”. Sikap pro ini dilandasi suatu pemikiran bahwa sektor ekonomi termasuk pariwisata harus bangkit kembali setelah sekitar tiga bulan berhenti total. Terhentinya aktivitas ekonomi dan bisnis masyarakat mengakibatkan “no income at all”, tidak ada pendapatan sama sekali alias pendapatan nol bagi mereka, sementara biaya operasional masih tetap harus keluar untuk listrik, pemeliharaan, satpam dll. Jadi banyak lembaga usaha yang mengalami defisit keuangan. Kondisi ini mempunyai pengaruh negatif terhadap kehidupan sosial ekonomi masyarakat. Karyawan dirumahkan, industri pendukung berhenti beroperasi, sektor primer seperti hasil pertanian tidak terserap dan usaha kecil – menengah terpukul, masyarakat luas kehilangan pekerjaan dan pendapatan. Kelompok ini panik, dan bahkan sering dijumpai dalam tayangan TV di mana pedagang mengamuk tatkala ditertiban karena mereka tetap membuka tokonya. Mereka menangis karena tidak bisa memberi makan anaknya dengan tanpa berjualan. Sampai sering terjadi ungkapan di kalangan mereka bahwa mereka dihadapkan pada ancaman mati karena corona atau mati karena kelaparan. Sudah pasti kita semua tidak menghendaki mati, baik karena Covid 19 atau pun karena kelaparan. Sampai-sampai ada yang membanding-bandingkan jumlah kematian yang dakibatkan oleh virus atau penyakit yang lain seperti DBD, TBC, MERS atau virus lainnya. Kematian karena DBD, TBC, MERS atau virus lainnya mungkin lebih banyak, tetapi tidak terekspose. Poin penting yang harus ditanggapi, masyarakat sudah merasa jenuh tinggal di rumah, jenuh tidak bekerja, khawatir tidak bisa membiayai hidup. Inilah antara lain pendapat dari kelompok yang menginginkan dibukanya kembali kehidupan baru, New Normal.
Sementara sikap yang kontra terhadap kebijakan “New Normal” melihat berbahaya bagi rakyat apabila aktivitas masyarakat mulai dilonggarkan. Hal ini karena masih tingginya kasus-kasus positif atas penyebaran covid-19 di berbagai wilayah di Indonesia. Masih susahnya memprediksi kapan wabah penyebaran covid-19 ini akan berakhir dan termasuk belum pastinya ditemukan vaksin covid-19 juga menjadi alasan kuat pihak yang menyatakan kebijakan “New Normal” belum waktunya diterapkan. Kelompok kontra ini khawatir jika kehidupan masyarakat dibuka kembali seperti sektor ekonomi (pariwisata) maka akan memunculkan klaster dan pasien baru covid-19. Koordinasi antar tingkat pemerintahan mulai dari pusat hingga daerah dipandang belum efektif serta ketersediaan rumah sakit untuk perawatan pasien covid-19 belum memadai dan kewalahannya tenaga medis merawat pasien covid-19 yang masih terus bertambah. Mereka secara moderat berpendapat bahwa ketika kasus-kasus pasien covid-19 sudah tidak ada lagi yang bertambah di berbagai wilayah, baru kemudian diambil kebijakan relaksasi kehidupan masyarakat seperti sektor ekonomi (pariwisata).
Bahkan pendapat pro-kontra ini tambah berkembang lagi, di mana kelompok yang belum menghendaki dibukanya aktivitas hari-hari masyarakat termasuk sektor ekonomi pariwisata, mengatakan bahwa mereka khawatir akan terjadi penyebaran paparan Covid-19 gelombang kedua (second wave). Ini lebih berbahaya dan semakin sulit pengendaliannya. Sementara itu, kelompok pro New Normal menyanggahnya bahwa terhentinya pergerakan masyarakat dan kegiatan ekonomi menyebabkan pertumbuhan ekonomi akan terus negatif, tingkat kesejahteraan terus menurun, kelaparan semakin dirasakan oleh banyak anggota masyarakat. Kondisi ini akan menimbulkan bahaya yang lain, di mana akan dapat menimbulkan phenomena baru. Penurunkan tingkat kesejahteraan, bertambahnya kelaparan, pertumbuhan ekonomi yang terus negatif dapat dipolitisasi untuk kepentingan tertentu, yang lebih lanjut dapat memperkeruh situasi dan mengganggu situasi keamanan. Kalau ini terjadi maka kerumitan situasi akan semakin kompleks. Terjadi pergeseran dari problematik ekonomi ke arah terganggunya situasi keamanan, kemudian diperkeruh lagi dengan pihak-pihak yang memanfaatkan situasi keruh ini untuk suatu kepentingan maka terjadilah situasi benang kusut bahkan keos. Lalu, untuk mengatasi dua jenis bahaya yang berbeda ini apa solusinya?
Nah dalam konteks dilematis yang berkembang di masyarakat ini maka Pemerintah layak hadir secara bijak dengan mewujudkan “New Normal” atau kenormalan baru sebagai suatu keselarasan antara praktik protokol kesehatan secara disiplin dan juga memperkenankan kepada masyarakat untuk membuka kembali aktivitas ekonomi hari-hari, termasuk kegiatan pariwisata.
Pemberlakuan kebijakan kenormalan baru ini kiranya dapat diterapkan secara konsisten dan tidak setengah hati. Pemerintah yang memainkan peran sebagai regulator, sekaligus sebagai katalisator dan fasilitator kiranya dalam posisi untuk terus menerus mensosialisasikan langkah-langkah penanggulangan penularan Covid 19, menyediakan alat medis yang memadai, rumah sakit rujukan dan tenaga medis yang cukup, dan di sisi yang lain memfasilitasi pergerakan perekonomian masyarakat secara lancar. Sektor pariwisata Bali sejak bulan Februari boleh dikatakan sudah berhenti, praktis sejak bulan Februari 2020 atau sekitar 4 bulan. Beban berat dirasakan semua komponen pariwisata yang juga berimbas ke sektor lain. Seperti dikatakan oleh Wakil Gubernur Bali pada acara webinar tanggal 9 Juni 2020, yang diadakan oleh Waka Polda Bali bahwa pariwisata merupakan tulang punggung ekonomi dan katanya berdasarkan data Bank Indonesia sampai bulan Juni ini Bali mengalami pertumbuhan negatif 1.14%. Lebih dari 1,2 juta pekerja pariwisata telah dirumahkan dan harus berjuang melakukan berbagai pekerjaan untuk mendapatkan penghasilan. Belum lagi sektor ekonomi yang terkait dengan pariwisata yang terpukul karena derita yang dialami oleh sektor pariwisata. Secara kasat mata kita jumpai banyak pedagang telor ayam dan buah di Jalan Prof. Mantra, yang mana waktu pariwisata masih berjaya pemandangan ini tidak dijumpai, atau hasil tomat dan cabai di daerah Songan, Kintamani membusuk karena tidak terserap oleh Pasar. Oleh karena itu, masyarakat luas terus medambakan dan bertanya: “kapan keadaan akan kembali normal”. Pertanyaan ini terasa wajar karena dalam masa Covid 19 ini mereka mengalami kehidupan yang tidak normal, aktivitas hanya dari rumah, barangkali-setidaknya dalam kebanyakan dari anggota masyarakat mengalami “no income, spending yes”. Demikian pula pebisnis pariwisata menanggung beban utang yang tidak sedikit karena usahanya berhenti. Kondisi “no income, spending yes” sangat dialami juga oleh sektor pariwisata. Patut disyukuri, akhir-akhir ini muncul harapan, di mana hampir seluruh provinsi, termasuk Jakarta dan Jawa Timur, yang tingkat penyebaran covid 19 tergolong tinggi, sudah mewacanakan penerapan New Normal. Bahkan tempat wisata Ancol, yang merupakan tempat wisata paling ramai dan ternama di Jakarta akan dibuka pada tanggal 20 Juni 2020, Kebun Binatang Ragunan dibuka 15 Juni 2020, demikian juga sejumlah tempat pariwisata Jawa Barat. Artinya, masyarakat sudah bisa bepergian lagi, termasuk melakukan aktivitas sosial budaya dan aktivitas ekonomi, meski tetap harus secara disiplin mengikuti protokol kesehatan yang diarahkan oleh pemerintah.
Namun demikian di balik harapan yang menggembirakan ini para pengusaha masih dihantui oleh kekurangmampuan untuk membuka kembali usaha mereka. Para pengusaha menghadapi tantangan pada kebutuhan modal kerja untuk membuka kembali usahanya. Hampir sebagian besar pengusaha pariwisata di Bali harus memulai kembali usahanya dengan kondisi negatif, bahkan shortage of cash dan ketiadaan modal kerja. Patut diacungi jempol bahwa restrukturisasi hutang oleh pihak perbankan dan relaksasi perpajakan oleh Kementerian Keuangan sudah berjalan dengan baik. Tapi bagaimana halnya dengan pemenuhan modal kerja dan stimulus ekonomi yang lainnya?
Ketua Umum Kamar Dagang dan Industri (Kadin) Indonesia, Rosan Roeslani (dikutip dari finance.detik.com) membeberkan usulan ke pemerintah untuk stimulus modal kerja bagi dunia usaha. Rosan mengungkapkan “hasil diskusi berbagai asosiasi pengusaha mengusulkan stimulus modal kerja untuk korporasi hingga 6 bulan ke depan yang dibutuhkan mencapai Rp 300 triliun”. Sementara itu PP Nomor 23 Tahun 2020 tanggal 11 Mei 2020, mengatur mengenai pelaksanaan Program Pemulihsn Ekonomi Nasional (PEN) antara lain tentang penempatan dana untuk dukungan likuiditas perbankan yang melakukan restrukturisasi kredit dan/atau memberikan tambahan kredit/pembiayaan modal kerja kepada Usaha Mikro, Usaha Kecil, Usaha Menengah dan Koperasi. Ini seperti gayung bersambut antara Asosiasi Pengusaha dan Pemerintah, yang tentu harapan bagi rakyat adalah kapan direalisasikan.
Di samping stimulus ekonomi menjadi harapan pengusaha, dari sektor pariwisata juga mengharapkan konsistensi jalannya kebijakan “New Normal” ini. Sektor pariwisata merasakan masih tingginya biaya untuk berwisata atau untuk bepergian. Persyaratan test swab PCR bagi yang akan masuk Bali, yang memerlukan biaya dalam Rp2-3 juta menambah tingginya biaya bepergian atau berpariwiata ke Bali. Belum lagi berbagai pungutan, apakah itu biaya retribusi, parkir atau sumbangan tentu menambah beban bagi wisatawan. Sebaliknya, tentu akan menjadi insentif yang berharga bagi wisatawan bila tidak ada lagi persyaratan yang memberatkan bagi wisatawan dan berbagai pungutan dapat dikurangi. Untuk mengimbangi kebijakan dalam mengurangi beban atas persyaratan yang dirasa memberatkan ini maka kiranya protokol kesehatan di airport atau di Pelabuhan tempat masuknya masyarakat luar ke Bali, atau titik-titik strategis lain harus di perketat dan disediakan perlengkapan check medis yang canggih dan memadai. Begitu juga di obyek-obyek pariwisata diharuskan kepada pengelola agar melaksanakan protokol kesehatan secara ketat dan disiplin. Dengan cara pelaksanaan protokol kesehatan yang berjenjang ini maka mudah-mudahan pengendalian penyebaran Covid 19 akan lebih efektif, dan sementara itu aktivitas ekonomi juga berjalan dengan baik.
Dalam kaitan dengan tingginya biaya bepergian, sekelas penerbangan milik pemerintah Indonesia yaitu PT. Garuda Indonesia mengeluhkan biaya tes Swab PCR yang lebih mahal dari harga tiket pesawat. Disebutkan bahwa para penumpang pesawat diwajibkan melampirkan syarat yaitu hasil tes Swab PCR yang harganya mencapai 2,5 juta rupiah. Sebagai ilustrasi seorang penumpang berangkat dari Jakarta ke Yogyakarta dipatok harga 1 juta rupiah dan ke Bali sekitar 1,5 juta rupiah. Oleh karena itu Garuda Indonesia sangat mengkhawatirkan penumpang tidak mau menggunakan moda transportasi udara. Ini berarti pula menyebabkan berkurangnya minat orang berwisata dengan jarak yang cukup jauh. Biaya wisata yang tinggi dengan syarat test PCR yang mahal dan biaya tiket pesawat yang juga masih tergolong tinggi akan menjadi pukulan sendiri bagi pariwisata Bali, yang notabene baru akan mulai dibuka kembali. Lion group sempat menghentikan operasinya karena kurang penumpang. Untung saja Keputusan Menteri Perhubungan yang mengkoreksi kebijakan sebelumnya dengan meningkatkan jumlah penumpang dari 50% menjadi 70% dari kapasitas yang tersedia dan hanya mempersyaratkan keterangan sehat bagi penumpang pesawat udara maka melegakan dunia penerbangan. Dan kemudian Lion group mulai beroperasi lagi.
Jadi jelas bahwa terdapat korelasi positif antara biaya pariwisata dan minat wisatawan untuk bepergian ke Bali. Oleh karena itu kemampuan dan kemauan Pemerintah Daerah untuk menekan biaya pariwisata tinggi ini akan lebih menambah minat wisatawan untuk berwisata ke Bali. Dengan demikian, dan dengan peran pariwisata sebagai tulang punggung ekonomi Bali, maka diharapkan akan mampu merubah pertumbuhan ekonomi negatif menjadi positif lagi dan tentu juga akan memberi kesempatan kepada masyarakat untuk memperoleh pendapatan dalam membiayai kehidupan diri dan keluarganya. Oleh karena itu kebijakan New Normal yang konsisten dan tidak setengah hati khususnya dalam bidang pariwisata yang merupakan tulang punggung ekonomi Bali akan menjembatani antara upaya memutus mata rantai penyebaran Covid 19 dan merubah pertumbuhan ekonomi Bali dari negatif menjadi positif kembali.
