Dalam rangka meningkatkan sinergitas dan kinerja aparat penegak hukum agar bisa lebih optimal dan profesional dalam upaya pencegahan korupsi, khususnya di masa pandemi Covid-19 dan saat memasuki tahapan Pilkada serentak 2020, Komisi Pemberantasan Korupsi (KPK) RI menggelar rapat koordinasi dengan Aparat Penegak Hukum di Bali, Rabu (21/10).
Rakor Program Pencegahan Korupsi Terintegrasi yang digelar di Gedung Perkasa Raga Garwita Polda Bali dilaksanakan dengan tetap mematuhi protokol kesehatan.
Wakil Ketua KPK RI, Lili Pintauli Siregar, S.H., M.H., Kapolda Bali Irjen Pol. Dr. Petrus Reinhard Golose dan Kajati Bali, Erbagtyo Rohan, S.H., M.H. hadir dalam rapat tersebut.
Terkait penanganan kasus Korupsi, Polda Bali tidak hanya melakukan penegakan hukum tapi juga melakukan upaya-upaya pencegahan dengan melaksanakan sosialisasi kepada mahasiswa dan instansi pemerintah dalam pengelolaan dana desa dan melakukan pengawalan penyaluran anggaran Covid-19 berupa Bantuan Langsung Tunai (BLT) dan Bantuan Sosial Tunai (BST).
Kemudian melakukan koordinasi dan kerjasama dengan Aparat Penegak Hukum, Badan Pemeriksa Keuangan (BPK) dan Badan Pengawasan Keuangan dan Pembangunan (BPKP) untuk memperkuat Audit Aparat Pengawasan Intern Pemerintah (APIP) pada Kementerian/Lembaga/Pemda serta melakukan pengawasan program subsidi upah kerja dalam mendukung program Pemulihan Ekonomi Nasional (PEN).
Saat ini pemerintah tengah serius dalam menangani pandemi Covid-19 dan negara sudah sangat besar mengeluarkan anggaran untuk penanganan pandemi tersebut.
Hal ini menjadi perhatian bersama khususnya dalam penggunaan anggaran penanganan Covid-19.
”Semoga momentum baik ini dapat memberikan berbagai solusi terkait permasalahan yang dihadapi terutama dalam pencegahan dan penegakan hukum kasus korupsi.
Apapun yang menjadi program dari KPK, saya selaku pimpinan Polda Bali akan selalu siap untuk mendukung dan melaksanakannya serta saya yakin masyarakat Bali juga akan turut mendukung karena masyarakat bali sangat yakin pada hukum karma terlebih terkait dengan tindakan yang koruptif,” ujarnya.
Kajati Bali, Erbagtyo Rohan, S.H., M.H. mengapresiasi pelaksanaan kegiatan Rakor program pencegahan korupsi terintegrasi yang diinisiasi oleh KPK RI.
Kemudian, ia menyampaikan capaian kinerja jajaran Kejaksaan Tinggi Bali dalam penanganan perkara Tindak Pidana Korupsi.
Sebagai upaya pencegahan korupsi, Kajati mengaku sudah melakukan berbagai kegiatan, antara lain membuka posko layanan Lapdumas, melaksanakan penyuluhan hukum dengan materi anti korupsi melalui program Jaksa Masuk Desa (JMD), Jaksa Masuk Sekolah (JMS) dan Jaksa Menyapa.
Kemudian melakukan kampanye anti korupsi kepada masyarakat umum dan melakukan MOU atau Kerjasama dengan BKPM atau BKPMD untuk percepatan investasi.
”Saya berharap, kegiatan ini dapat menghasilkan rujukan dan simpulan yang bermanfaat dan koordinasi yang optimal antar Aparat Penegak Hukum di wilayah Provinsi Bali,” ucap Kajati.
Pada kesempatan tersebut Wakil Ketua KPK RI, Lili Pintauli Siregar, S.H., M.H. memaparkan tentang tugas dan kewenangan KPK, strategi pemberantasan korupsi, fokus dan program tematik 2020 untuk penyelamatan keuangan dan aset daerah serta pengawalan penanganan pandemi Covid-19.
Lili Pintauli Siregar, S.H., M.H. juga menjabarkan tentang program penyelamatan keuangan dan aset daerah, antara lain program sertifikasi aset, penyelesaian aset bermasalah, penertiban fasos dan fasum sebagai aset pemkab/pemkot, optimalisasi pemanfaatan aset daerah dan penyelesaian piutang pajak dan inovasi peningkatan pajak daerah.
Wakil Ketua KPK juga menyinggung tentang anggaran Covid-19 pada daerah petahana Pilkada di 6 Kabupaten/Kota di Bali, yaitu Kabupaten Badung, Bangli, Tabanan, Jembrana, Karangasem dan Kota Denpasar.
Selanjutnya Wakil Ketua KPK RI merekomendasikan 3 hal kepada Aparat Penegak Hukum. Pertama, mengoptimalkan kerjasama SPDP online. Kedua, mendukung implementasi program pencegahan korupsi diinternal Aparat Penegak Hukum.
“Ketiga, melaksanakan pendidikan, sosialisasi dan kampanye antikorupsi terhadap masyarakat,” tutup Lili Pintauli Siregar, S.H., M.H.
