Jakarta, Beritaterikini.co.id- Kementerian Hukum dan HAM ajukan anggaran sekitar 55 milyar rupiah pada Rencana Kerja Anggaran (RKA) dan Rencana Kerja Pemerintah (RKP) Tahun Anggaran 2022 untuk program bantuan hukum masyarakat miskin di indonesia. Pernyataan tersebut disampaikan Wakil Menteri Hukum dan HAM Eddy Hiariej dalam Rapat Kerja Komisi lll dengan Kementerian Hukum dan HAM pada Senin (07/06) Siang di Gedung DPR RI, Jakarta.

Kamenterian Hukum dan HAM ajukan program Bantuan Hukum Litigasi kapada 5.699 orang dengan anggaran sebesar Rp47.872.000.000 dan Bantuan Hukum Non Litigasi kepada 758 kelompok masyarakat sebesar Rp.8.493.320.000 di 33 Provinsi,” ujar Eddy. Bantuan Hukum untuk masyarakat miskin tersebut pada pelaksanaannya akan diamanatkan kepada Badan Pembinaan Hukum Nasional (BPHN) dengan merekrut Organisasi Bantuan Hukum yang diseleksi terlebih dahulu.

Pengajuan anggaran Kemenkumham untuk masyarakat miskin ini juga mendapatkan dukungan dari anggota Komisi lll DPR RI. Benny K Harman dari Fraksi Demokrat menyatakan bahwa anggaran Pembinaan Hukum Nasional seharusnya lebih diprioritaskan Tapi kenapa anggaran BPHN lebih kecil dari Pemasyarakatan?” tanyanya. Hal senada juga disampaikan Mohamad Rano Alfath dari Fraksi PKB. Program Bantuan Hukum Litigasi dan Non Litigasi ini bagus. Kalau bisa dibesarkan lagi anggarannya,” ucap Rano.

Kriteria masyarakat miskin pada bantuan hukum tersebut berdasar pada UU No. 16 Tahun 2011 tentang Bantuan Hukum Pasal 5 Ayat 1 dan 2, yang salah satunya dibuktikan dengan Surat Keterangan Miskin Prosedurnya adalah calon Penerima Bantuan Hukum atau Pemohon Bantuan Hukum mengajukan Permohonan Bantuan Hukum kepada Pemberi Bantuan Hukum dengan melampirkan dokumen identitas SKTM, dan dokumen perkaranya” ujar Kapala Bidang Bantuan Hukum Badan Pembinaan Hukum Nasional (BPHN) Dwi Rahayu Eka Setyowati pada kesempatan terpisah.

Sementara itu, Bantuan Hukum Non Litigasi nantinya akan dterapkan pada sembilan program kegiatan.” Kegiatan Bantuan Hukum Non Litigasi terdiri dari Penyuluhan Hukum, Konsultasi Hukum, investigasi Kasus, Penelitian Hukum, Mediasi, Negosiasi Pemberdayaan Maryarakat. Pendampingan di Luar Pengadian, dan Drafting Dokumen Hukum,” papar Dwi.

Selain Penegakan Hukum Nasional, poin lain dalam Prioritas Nasional ke-7 adalah Konsolidasi Demokrasi, Optimalisasi Kabijakan Luar Negeri Penegakan Hukum Nasional. Refomasi Kelembagaan Birokrasi dan Menjaga Stablitas Keamanan Nasional. Sementara itu Prioritas Nasional lainnya adalah Memperkuat Katahanan Ekonomi untuk Pertumbuhan Berkualitas dan Berkeadilan, Mengembangkan Wiayah untuk Mengurangi Kesenjangan dan Menjamin Pemerataan, Meningkatkan Sumber Daya Manusia Berkualitas dan Berdaya Saing, Revolusi Mental dan Pembangunan Kabudayaan, Memperkuat infrastuktur untuk Mendukung Pengembangan Ekonomi dan Pelayanan Dasar, dan Membangun Lingkungan Hidup. Meningkatkan Ketahanan Bencana dan Perubahan Ikim.
