DENPASAR, beritaterkini.co.id | Sepanjang perjalanan Tahun 2022 ini, begitu banyak capaian dan dinamika yang dihadapi Kantor Wilayah (Kanwil) Kementerian Hukum dan Hak Asasi Manusia (Kemenkumham) Bali.
Ditengah berbagai perubahan situasi dan kondisi yang sangat dinamis ini, jajaran Kanwil Kemenkumham Bali tetap bekerja dan berkinerja melayani masyarakat dengan sebaik-baiknya, sesuai dengan program kerja dan target kinerja yang sudah ditetapkan.
Kepala Kantor Wilayah (Kakanwil) Kemenkumham Bali, Anggiat Napitupulu mengatakan Tahun 2022 adalah masa pemulihan dan transisi. Pemulihan dari pandemi menuju endemi serta transisi dari Work From Home (WFH) menjadi Work From Office (WFO) secara penuh.
Selain itu, Anggiat menjelaskan keterlibatan Kemenkumham dalam dukungan pelaksanaan event internasional di tahun ini antara lain pelaksanaan Konferensi Tingkat Tinggi (KTT) Presidensi G20 dan Global Platform for Disaster Risk Reduction (GPDRR) 2022.
“Kita sangat mengapresiasi kinerja jajaran Kemenkumham Bali yang telah berkontribusi dalam menyukseskan event Presidensi G20, dimana event ini merupakan wahana kolaborasi antar negara untuk bersama merumuskan rekomendasi kebijakan yang menyediakan alternatif dalam menghadapi berbagai tantangan dan polemik ekonomi dunia dengan tujuan untuk dapat pulih secara berkelanjutan, dan inklusif di tengah krisis global pasca pandemi,” kata Kakanwil Anggiat Napitupulu di Ruang Darmawangsa Kanwil Kemenkumham Bali, Senin, 26 Desember 2022.
Kegiatan ini juga dihadiri oleh Pimpinan Tinggi (Pimti) Pratama di lingkungan Kanwil Kemenkumham Bali, diantaranya Kepala Divisi (Kadiv) Administrasi, Mamur Saputra, Kadiv Pemasyarakatan, Gun Gun Gunawan, Kadiv Keimigrasian, Doni Alfisyahrin, Kadiv Pelayanan Hukum dan HAM, Alexander Palti serta Kepala Bagian Program dan Humas beserta Kepala Subbagian Humas, Reformasi Birokrasi dan Teknologi Informasi.
Pada kesempatan tersebut, Kakanwil Kemenkumham Bali juga menyampaikan capaian kerja Kemenkumham lainnya sepanjang tahun 2022. Dalam bidang Pelayanan Hukum sepanjang tahun 2022, tercatat dari data Pelayanan Administrasi Hukum Umum, bahwa jumlah Notaris yang terdaftar di Provinsi Bali sebanyak 803 Notaris, Pelantikan dan Pengambilan Sumpah Notaris sejumlah 20 orang, Pelantikan dan Pengambilan Sumpah Notaris Pengganti sejumlah 8 orang, Jumlah pengambilan Sumpah Kewarganegaraan sejumlah 5 orang dan tindak lanjut penanganan permasalahan pada MPDN oleh MPW Notaris Bali sejumlah 2 permasalahan.
Kemudian, adapun capaian kinerja pelayanan Kekayaan Intelektual (KI) sepanjang tahun 2022, yaitu jumlah keseluruhan pendaftaran KI Personal sebanyak 283 permohonan dan pendaftaran KI Komunal sebanyak 19 permohonan, dimana rincian permohonan yang diajukan antara lain pendaftaran merek sejumlah 190 permohonan dan pasca permohonan merek 40 permohonan, pencatatan hak cipta sejumlah 53 permohonan, pencatatan Ekspresi Budaya Tradisional (EBT) sejumlah 12 permohonan, pencatatan Perseroan Terbatas (PT) sejumlah 5 permohonan, dan pendaftaran Indikasi Geografis sejumlah 2 permohonan.
Capaian dalam bidang Pelayanan Hukum, Pembentukan Regulasi, Penegakan dan Pemajuan HAM lainnya antara lain dengan telah dilaksanakannya proses Harmonisasi Peraturan Daerah sepanjang Tahun 2022 tercatat sebanyak 300 peraturan, dimana terbagi atas Rancangan Peraturan Daerah sejumlah 87 peraturan dan Rancangan Peraturan Kepala Daerah sejumlah 213 peraturan.
Selain itu, pada tahun 2022 jumlah Organisasi Bantuan Hukum (OBH) yang telah terdaftar pada Kanwil Kemenkumham Bali sebanyak 6 OBH. Dari kinerja 6 OBH tersebut, diperoleh jumlah masyarakat yang mendapatkan Bantuan Hukum sebanyak 119 orang yang terbagi atas jenis Bantuan Hukum Litigasi sejumlah 76 orang dan Bantuan Hukum Non Litigasi sejumlah 43 orang.
Adapun salah satu capaian Kanwil Kemenkumham Bali pada tahun 2022 ini antara lain telah diresmikannya Desa/Kelurahan Sadar Hukum di Provinsi Bali oleh Menteri Hukum dan HAM Republik Indonesia, Yasonna H. Laoly, 7 Oktober 2022 silam.
Diketahui, bahwa jumlah Desa Sadar Hukum yang telah diresmikan sebanyak 179 Desa/Kelurahan dan didukung dengan meningkatnya jumlah keseluruhan Pos Pelayanan Hukum dan HAM Desa (Posyankumhamdes) yang tersebar di desa/kelurahan di Bali sejumlah 325 Posyankumhamdes.
Dalam bidang Hak Asasi Manusia (HAM), jumlah Kabupaten/Kota Peduli HAM tahun 2022 tercatat sebanyak 9 Kabupaten/Kota di Provinsi Bali telah menerapkan penegakkan dan pemajuan HAM serta jumlah kasus pengaduan HAM yang telah tertangani sejumlah 9 kasus dan telah terselesaikan.
Selanjutnya, di bidang Pelayanan dan Penegakkan Hukum Keimigrasian, sepanjang tahun 2022 data perlintasan Warga Negara Asing (WNA) tercatat pada kedatangan sejumlah 1.832.071 WNA dan keberangkatan sejumlah 1.770.444 WNA.
Selain itu, jumlah permohonan paspor sampai dengan bulan November Tahun 2022 antara lain Paspor Biasa 48 halaman sejumlah 56.340 permohonan dan Paspor Elektronik 48 halaman sejumlah 8.024 permohonan.
Dalam hal Penegakan Hukum Keimigrasian, Kanwil Kemenkumham Bali telah melaksanakan Tindakan Administratif Keimigrasian (TAK) sampai dengan bulan November tahun 2022 sebanyak 466 tindakan sedangkan Projustisia sejumlah 3 kasus.
Kemudian dalam bidang Pemasyarakatan, Kanwil Kemenkumham Bali telah melaksanakan beberapa capaian kinerja antara lain telah melaksanakan Rehabilitasi Medis sebanyak 50 orang, Rehabilitasi Sosial sebanyak 200 orang, Pasca Rehabilitasi sebanyak 20 orang dan telah berkoordinasi dengan Lembaga terkait, terdiri dari BNNP, BNNK, IKAI, Kementerian Agama Provinsi Bali dan Yayasan Bali Samsara.
Adapun Rekapitulasi Asimilasi, PB, CB, CMB yang telah dilaksanakan sampai dengan bulan Desember tahun 2022 antara lain, Asimilasi Narapidana 272 orang, Asimilasi Anak 3 orang, PB Narapidana 209 orang; CB Narapidana 244 orang; PB Anak 4 orang, CB Anak 4 orang, Bebas Murni Narapidana 39 orang, dan Bebas Murni Anak 1 orang.
Sedangkan, Rekapitulasi Remisi yang telah terealisasi hingga bulan Desember tahun 2022, yaitu Remisi Khusus Imlek 1 orang, Remisi Khusus Nyepi 794 orang, Remisi Khusus Idul Fitri 899 orang, Remisi Khusus Waisak 26 orang, Remisi Anak Nasional 6 orang, Remisi Umum 1.909 orang, Remisi Sakit Berkepanjangan 4 orang dan usulan Remisi Khusus Natal 221 orang.
Bidang Dukungan Manajemen telah mengoptimalkan Pagu Alokasi Anggaran Tahun 2022 sebesar Rp. 240.754.895.000,- dimana pada Tahun 2023 terdapat Kenaikan Pagu Alokasi Anggaran sejumlah Rp. 41.567.265.000,-, dimana sebagian besar kenaikan anggaran tersebut dialokasikan untuk anggaran peningkatan sarana/prasarana, khususnya pembangunan dalam rangka mengoptimalkan pelayanan.
Selanjutnya, Kanwil Kemenkumham Bali juga telah Merealisasikan Anggaran sampai dengan tanggal 24 Desember 2022 sebesar 97,29% serta memperoleh penilaian Aplikasi Kinerja yang optimal, yakni pada nilai IKPA mendapat nilai 97 (sangat baik), Nilai SMART sebesar 96,95 (sangat baik) dan Capaian Perjanjian Kinerja memperoleh nilai persentase 100%.
Selain capaian kinerja tersebut, Kakanwil Anggiat Napitupulu juga menyampaikan, berbagai prestasi kerja Kanwil Kemenkumham Bali yang membanggakan, sebagai berikut:
1. Penghargaan atas Kesuksesan Pelaksanaan Kegiatan Supreme Audit Institutions (SAI) Negara Anggota G20 oleh Kepala Badan Pemeriksa Keuangan (BPK).
2. Penghargaan atas upaya mendorong mewujudkan Kabupaten/Kota Peduli HAM yang diberikan oleh Direktur Jenderal HAM pada Peringatan Hari Hak Asasi Manusia (HAM) Sedunia.
3. Penghargaan atas pelaksanaan program unggulan DJKI yaitu Mobile Intelektual IP Clinic, DJKI mengajar dan Sertifikasi Pusat Perbelanjaan Berbasis Kekayaan Intelektual Tahun 2022.
4. Meraih Juara I Kategori Jumlah Permohonan Kekayaan Intelektual Tahun 2022 Wilayah Indonesia Tengah.
5. Meraih Juara I Kategori Pelaksanaan Program Unggulan Sertifikasi Pusat Pembelanjaan Berbasis Kekayaan Intelektual.
6. Meraih Juara Umum Pelaksanaan Kinerja Kekayaan Intelektual di Wilayah (Terbaik Pada 3 Kategori Penghargaan Indonesia Intelektual Property Awards 2022).
7. Penghargaan sebagai Kantor Wilayah Kemenkumham dengan Inovasi Layanan AHU Terbaik 1 yang diserahkan secara langsung oleh Dirjen AHU.
8. Penghargaan sebagai Pelopor Project Intellectual Property & IP Tourism sebagai Booster Kreativitas dan Inovasi untuk Mendorong Pertumbuhan Ekonomi Provinsi Bali yang langsung diberikan oleh Menteri Hukum dan HAM.
9. Memperoleh tiga penghargaan berkinerja terbaik pelaksanaan anggaran satuan kerja lingkup Kantor Pelayanan Perbendaharaan Negara Denpasar Triwulan I Tahun 2022 diantaranya pada Satuan Kerja Sekertariat Jenderal (408870) memperoleh peringkat I pada kategori satuan kerja pagu sedang, Direktorat Jenderal Hak Asasi Manusia (408878) memperoleh peringkat II pada ketegori satuan kerja pagu mikro serta Badan Penelitian dan Pengembangan Hukum dan HAM (408880) memperoleh peringkat III pada kategori satuan kerja pagu mikro.
10. Peringkat Kedua Pelaksanaan Anggaran Terbaik di Wilayah Kerja Kanwil DJPB Provinsi Bali Semester I Tahun Anggaran 2022 kategori pagu sedang. (Surya)
