Palembang,Berita Terkini.Co.Id Puluhan massa yang tergabung dalam Dewan Pimpinan Jaringan Anti Korupsi (Jakor) Sumatera Selatan gelar aksi unjuk rasa terkait dugaan Indikasi KKN di Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Bidang Sumber Daya Air Irigasi Limbah (SDAIL) tahun anggaran 2022,aksi bertempat di Kantor Dinas PUPR kota Palembang (19/06/23).
Koordinator aksi unjuk rasa dari DP Jakor Sumsel Fadrianto SH mengatakan aksi hari ini untuk mempertanyakan dan menyampaikan dugaan Indikasi KKN pada Bidang SDAIL Dinas PUPR pada Tahun 2022 merealisasikan Belanja Bahan-Bahan Bangunan dan Konstruksi antara lain untuk pembelian bahan material dan peralatan bangunan dengan nilai sebesar Rp.1.212.268.860.00. Seluruh pembelian bahan material dan peralatan bangunan dilaksanakan dengan pengadaan langsung dan telah selesai serta dilakukan pembayaran 100%. Penyedia pengadaan tersebut adalah CV SKM, CV TTg,dan CV RJA,”bebernya.
“Berdasarkan informasi yang kami dapatkan diketahui bahwa ketiga perusahaan tersebut dipinjam oleh PPK Kegiatan Pemeliharaan Rutin SDAIL,untuk melaksanakan pekerjaan
tersebut. Hasil investigasi kami bahwa BAST dibuat hanya untuk pencairan pembayaran ke rekening masing-masing penyedia tanpa adanya serah terima bahan material dan peralatan bangunan dari penyedia.”ungkapnya.
Berdasarkan BAST tersebut, Bendahara Pengeluaran Dinas PUPR melaksanakan
pembayaran melalui transfer ke rekening masing-masing penyedia. Penyedia kemudian menarik uang tersebut dan memberikan ke PPK dalam bentuk tunai diduga setelah dikurangi
komisi sebesar 3%. Selanjutnya PPK menggunakan uang tersebut untuk pembelian bahan material dan peralatan bangunan.
Hasil informasi yang kami dapat kam bahwa jumlah uang yang dicairkan seluruhnya
berdasarkan SPK sebesar Rp.1.212.268.860,00.
Perhitungan Biaya Personel Tidak Sesuai Kontrak pada 12 Paket Pekerjaan Jasa Konsultansi pada Bidang SDAIL sehingga diduga merugikan Keuangan Negara sebesar Rp. 423.100.000,00 Dugaan Kerugian Negara sebesar Rp. 423.100.000,00 disebabkan Kepala Bidang SDAIL melakukan pekerjaan sebelum adanya penetapan APBD Perubahan.
Maka dengan ini kami Meminta Kepala Bidang Sumber Daya Air Irigasi Limbah (SDAIL) Mundur dari Jabatannya
Meminta Kepala Dinas PUPR Kota Palembang Memecat dan Mengganti Kepala Bidang Sumber Daya Air Irigasi Limbah (SDAIL) Dinas Pekerjaan Umum dan Penataan Ruang Kota Palembang terkait dugaan KKN yang telah kami sampaikan.
Aksi unjuk rasa dari Dewan Pimpinan Jakor Sumsel di terima langsung oleh Sekertaris Dinas PUPR Faizal Riza mengatakan atas tuntutan untuk mengganti Kabid yang di sampaikan tersebut kami harapkan surat nya di tembuskan ke Sekretaris Daerah Kota Palembang itu bukan wewenang Kepala Dinas tetapi Wewenang Sekda pimpinan ASN tertinggi dan mengenai PPK yang melakukan kesalahan sudah kami berikan sanksi tegas. Pengembalian anggaran sudah di lakukan oleh oknum tersebut, Tandasnya.(RZP)
