Palembang,Berita Terkini.Co.Id Gubernur Sumatera Selatan Herman Deru berkomitmen dalam pengembangan Perhutanan Sosial di Sumsel dan mengingatkan OPD dan pihak terkait lainnya untuk untuk mendorong pengembangan Perhutanan Sosial.
“Perhutanan Sosial merupakan komitmen pemerintah dalam pembangunan hutan berbasis masyarakat, dengan memberikan akses legal kepada masyarakat yang tinggal di sekitar hutan yang terlanjur memiliki lahan garapan di dalam kawasan hutan,” kata Herman Deru.
Hal tersebut disampikan Herman Deru dalam sambutan resminya saat membuka acara Talkshow Perhutanan Sosual, serta Rapat Kerja Himpunan Masyarakat Perhutanan Sosial (HMPS) dan Rapat Kerja Pokja Percepatan Perhutanan Sosial (PPS) Sumsel, di Swarnadwipa Palembang, Senin (19/06).
Menurut Herman Deru, masyarakat dapat mengelola dan memanfaatkan sumber daya hutan secara bertanggung jawab. Karena Perhutnanan Sosial memang bertujuan meningkatkan kesejahteraan dan menjaga kelestarian hutan.
Herman Deru mengatakan, pelibatan dan peran aktif OPD terkait dalam memfasilitasi dan memberikan bantuan kegiatan kepada Kelompok Perhutanan Sosial (KPS) ini masih belum optimal.
Surat Edaran Gubernur telah disampaikan kepada Bupati/Wali Kota terkait peran Pemerintah Daerah dalam pemberdayaan ekonomi masyarakat berbasis Perhutanan Sosial.
“Surat Edaran ini tujuannya untuk mengingatkan kita semua terutama OPD dan lembaga terkait agar mengalokasikan kegiatannya untuk mendorong pengembangan perhutanan sosial,” tegasnya.
Direktur Eksekutif Perkumpulan Hutan Kita Institute (HaKI) Deddy Permana, S.Si mengatakan, Perhutanan Sosial di Sumsel telah memberi bukti keselarasan peningkatan kesejahteraan, lingkungan, dan budaya. Prestasi demi prestasi dicapai dalam Perhutanan Sosial di Sumatera Selatan.
“Kita mengenal Hutan Adat Tebat Benawa yang telah berhasil mengembangkan sektor ekowisata dan terpilih menjadi Desa Wisata Nomor Satu di Sumatera Selatan. Beberapa Perhutanan Sosial lainnya juga telah mengembangkan ekowisata dan menjadi potensi pendapatan desa dan masyarakat sekitar,” kata Deddy Permana.
Deddy melanjutkan, Kelompok Usaha Perhutanan Sosial (KUPS) terus berkembang, Sumsel menjadi salah satu provinsi yang menjadi contoh bagi provinsi lainnya. Sebut saja, prestasi Hutan Tanaman
Rakyat di Ogan Komering Ilir yang telah sejak lama menjadi contoh Nasional, karena kedisiplinannya membayar Provisi Sumber Daya Hutan.
“Pengembangan produk Perhutanan Sosial yang ramah lingkungan sangat penting dilakukan. Kopi menjadi komoditas terbesar Perhutanan Sosial di Sumsel, kini diupayakan dengan pola Agroforestry.
Hasil Hutan Bukan Kayu pun dikembangkan dan mamberi manfaat peningkatan kesejahteraan dan
lingkungan,” ujar Deddy.
Perkumpulan Hutan Kita Institute (HaKI) telah melakukan pendampingan Perhutanan Sosial, baik perizinan maupun pasca izin. Pendampingan pasca izin dapat dilakukan dengan pelatihan, fasilitasi sarana prasarana, serta dukungan permodalan.
“Kolaborasi adalah pilihannya. Potensi Perhutanan Sosial Sumsel sangat besar. Masih banyak juga yang belum terealisasi. Masih banyak juga yang belum menerima manfaat Perhutanan Sosial. Pilihannya adalah kolaborasi antara pemerintah, swasta, NGO, akadimsi, dan tentunya masyarakat perhutanan sosial sendiri sebagai pemangku kepentingan utama,” tegas Deddy.
Ketua Himpunan Masyarakat Perhutanan Sosial (HMPS) Sumatera Selatan, Eko Agus Sugianto mengatakan, Sumsel merupakan salah satu pelopor Perhutanan Sosial. Sudah 211 izin hak kelola telah diberikan dalam skema Hutan Desa, Hutan Kemasyarakatan, Hutan Tanaman Rakyat, Hutan Adat, dan Kemitraan Konservasi.
“Perhutannan Sosial Sumsel telah mencapai 134 ribu hektar. Sebanyak 34 ribu lebih kepala keluarga penerima manfaat Perhutanan Sosial, yang dahulunya mengelola kawasan hutan secara ilegal, kini mendapat hak kelola, bahkan hak kepemilikan kolektif pada Hutan Adat,” kata Eko
Eko mengatakan, HMPS SS ini beranggotakan pemegang izin Perhutanan Sosial di Sumsel dan penggiat Perhutanan Sosial.
“Dengan adanya HMPS SS ini diharapkan Perhutanan Sosial dapat melakukan akselerasi terhadap tantangan dalam pengembangan yang diperlukan,”tandasnya (*)
