Palembang.Berita Terkini.Co.Id Ratusan massa dari Generasi Muda Peduli Tanah Air (Gempita) melakukan aksi damai di Kantor Gubernur Sumsel, Kamis (21/9/2023). Gempita menuntut Gubernur Sumsel Herman Deru agar menyetop dan menghentikan aktivitas tambang dan jalan tambang yang merusak hutan dan lingkungan hidup di kabupaten Muratara dan Muba.

Koordinator Aksi Gempita, Arianto, S.Sos mengatakan, Provinsi Sumatera Selatan khususnya kabupaten Musi Banyuasin (MUBA) dan Musi Rawas Utara (MURATARA) merupakan daerah yang memiliki cadangan batubara cukup besar. Besarnya cadangan batu bara ini, mendorong agresivitas dari para pengusaha batubara untuk melakukan ekplorasi sampai operasi, serta membangun infrastruktur pendukungnya (jalan hauling batubara).
Beberapa perusahaan batubara yang telah melakukan kegiatan operasi produksi batubara di wilayah MURATARA, antara lain: PT. Gorby Putra Utama, PT. Gorby Energi, PT. Gorby Global Energy, PT. Banyan Koalindo Lestari yang semuanya adalah holding company dari PT Atlas Resources. Adapun pemasaran Batubara PT. Atlas resources holding ini, telah bekerjasama dengan salah satu perusahaan agen pemasaran yang memiliki reputasi international PT. Global Resources yang berkantor di Singapura mengexpor 3,1 juta ton dengan pasar utama-nya adalah; India, China, Hongkong, Korea Selatan dan Jepang, serta untuk di dalam negeri PT. Atlas telah mengikat kontrak untuk menyuplai batubara dengan perusahaan baja dan pembangkit listrik dalam 20 tahun kedepan.

“Pada tahun 2009 PT Atlas Resources juga mendirikan anak perusahaan bernama PT Musi Mitra Jaya (MMJ) yang berperan membangun sarana pendukung pertambangan batubara berupa jalan khusus hauling batubara sepanjang 133 KM, yang menghubungkan lokasi produksi tambang batubaranya di kabupaten MURATARA sampai ke sungai Lalan di kabupaten MUBA,” ujarnya.

Lebih lanjut Arianto menuturkan, proses memulai pembangunan jalan khusus hauling batubara oleh PT MMJ ini telah dimulai tahun 2013, dengan Rekomendasi Bupati Musi Banyuasin tanggal 4 April 2012 no 444 tahun 2012 tentang Pemberian Ijin Lokasi pembangunan dan penggunaan jalan angkut batubara dan rekomendasi Gubenur Sumatera Selatan tanggal 25 Juli 2012 No. 5.522/2181/V/2012 tentang Rekomendasi Pinjam Pakai Kawasan Hutan (PPKH) Untuk Pembangunan dan Penggunaan jalan Angkut Batubara, serta Pengesahan AMDAL, RKL dan RPL, Bupati Musi Banyuasin. Tanggal 22 Oktober 2012 no. 1163 tahu 2012 tentang Kelayakan Lingkungan Hidup rencana pembangunan jalan, seluas 403,1 Ha.

Namun, dalam perjalanan kegiatan operasi produksi pertambangan batubara dan penggunaan jalan khusus hauling batubara PT MMJ sepanjang 133 KM ini telah banyak berdampak luas terhadap penurunan kualitas lingkungan hidup (termasuk mencemari udara, sungai & kebun masyarakat) serta menghilangkan fungsi hutan dan mengganggu kelestarian beragam satwa yang dilindungi yang ada di lanskap ini.

Oleh karena itu, Generasi Muda Peduli Tanah Air (GEMPITA) menuntut dan menyatakan sikap yakni segera dilakukan audit investigasi terkait ketaatan PT MMJ dan PT Atlas Resources holding dalam menjalankan kewajibannya atas Ijin Pinjam Pakai Kawasan Hutan (IPPKH) dan Pengelolaan Lingkungan Hidup (RKL/RPL).

“Segera lakukan reklamasi dan pemulihan lingkungan hidup atas banyaknya lubang-lubang dan lahan-lahan terbuka bekas pertambangan batubara di kabupaten MURATARA dan MUBA.
Stop dan hentikan penggunaan Kawasan hutan lindung yang terindikasi sebagai lokasi stockpile batubara yang tentu di luar IPPKH,” ucapnya.

Selain itu, sambung Arianto, stop dan hentikan pengangkutan batubara sampai semua kewajiban IPPKH dan pengelolaan lingkungan (RKL/RPL) telah dilakukan oleh PT MMJ, PT Atlas Resources holding, dan PT Global Resources.

“Stop dan hentikan penambahan jalan khusus hauling batubara di kabupaten Muba & Muratara, seperti jalan khusus hauling batubara yang akan dibangun oleh PT Marga Bara Jaya (MBJ) yang hanya akan menambah kerusakan lingkungan hidup termasuk akan menghilangkan hutan alam serta habitat bagi satwa di lindungi,” teriaknya.

“Bentuk tim terpadu multipihak untuk melakukan audit investigasi dan pengawasan terhadap semua kegiatan pertambangan batubara di provinsi Sumatera Selatan,” tutur Arianto.

“Kita menyayangkan sikap gubernur Sumsel yang mendekati diakhir masa jabatan justru terkesan seperti sibuk sendiri,”katanya.

Menanggapi aksi demo Gempita, dari Perwakilan Gubernur Sumsel yakni dari Dinas ESDM Sumsel, Irmaya Sentanu Pasek menuturkan, pihaknya berterima kasih atas aspirasi yang disampaikan Gempita.

“Tadi sudah kita menerima aksi Gempita. Intinya kami terima kasih, untuk tuntutan aksi karena terkait dengan beberapa instansi maka akan kami sampaikan ke instansi berwenang dan kita juga akan mengagendakan pertemuan dengan Gubernur Sumsel dari perwakilan GEMPITA ,”pungkasnya.(RZP)
