DENPASAR, beritaterkini.co.id – DPRD Bali secara khusus menggelar Forum Diskusi Tindak Lanjut Pembangunan Terminal LNG Bali Offshore di Ruang Rapat Gabungan Lantai III Kantor DPRD Bali, Denpasar, pada Senin, 11 Desember 2023. Pada kesempatan itu, Ketua DPRD Provinsi Bali Nyoman Adi Wiryatama dan Penjabat Gubernur Bali Sang Made Mahendra Jaya ikut hadir langsung untuk mendukung agar pembangunan terminal liquid natural gas (LNG) offshore di Desa Sidakarya, Denpasar Selatan, Kota Denpasar segera terwujud sebagai realisasi program Bali Energi Bersih dan Mandiri. “Saya minta PLN konsisten dan secepatnya dapat mengambil ‘action’. Tidak ditunda-tunda dan dapat memberikan asas manfaat bagi masyarakat,” kata Adi Wiryatama saat memimpin pertemuan tersebut, bersama Pj Gubernur Bali SM Mahendra Jaya beserta para pimpinan OPD Pemprov Bali, Ketua Komisi IV DPRD Bali Gusti Putu Budiarta, perwakilan PLN, perwakilan Perumda Kerta Bali Saguna, perwakilan PT Dewata Energi Bersih, Bandesa Adat Sidakarya, Bandesa Adat Serangan dan tokoh adat Desa Pedungan serta undangan lainnya.
“Pemprov Bali sudah lama mewacanakan agar Bali bisa memiliki sumber energi yang mandiri dan ramah lingkungan menuju Bali Go Green dan Go Clean (hijau dan bersih),” ucapnya. Menurut Adi Wiryatama, proyek terminal khusus LNG yang sebelumnya mendapatkan penolakan dari masyarakat, namun kini masyarakat di sekitarnya sudah terharmonisasi dan bahkan masyarakat menuntut agar segera direalisasikan. DPRD Bali juga sudah setuju yang penting tidak ada satupun mangrove yang patah. “Karena urusan masyarakat sudah selesai, kami minta PLN segera mengerjakan, jangan ditunda-tunda. Kalau Bali sampai gelap, maka rugi semuanya. Apalagi Bali ini daerah pariwisata. Kalau sampai satu jam mati listrik, bisa mabuk pariwisata kita,” ujarnya. Jika masih ada permasalahan dari sisi perizinan, Adi Wiryatama mendesak PLN untuk segera menyelesaikan, karena manfaat pembangunan terminal LNG dapat digunakan untuk masyarakat Bali secara luas.
Sekaligus memberikan asas manfaat bagi masyarakat sekitarnya seperti jalan akses ke pantai untuk ritual Melasti maupun pengembangan wisata . “Makin cepat (dibangun) akan makin bagus,” katanya. Sementara itu Pj Gubernur Bali Sang Made Mahendra Jaya mengatakan kalau Bali bisa mandiri energi tentu akan luar biasa. “Kami sangat mendukung prakarsa untuk mewujudkan hal tersebut,” ucapnya. Pemprov Bali, lanjut dia, sebelumnya juga telah memberikan rekomendasi terkait pembangunan terminal LNG itu. Kemandirian energi juga sesuai dengan Peta Jalan Energi Bersih tahun 2045. “Kita mengandalkan pada pariwisata. Ketika investor mau masuk ke Bali pasti kita buka karpet merah,” ujar Mahendra Jaya. Jika masih ada persoalan untuk mengimplementasikan proyek LNG, kata dia, saat ini ranahnya tidak ada di pemerintah daerah karena pemda sudah mengeluarkan rekomendasi. “Intinya Pemprov Bali mendukung untuk diselesaikan dan kita tunggu saja. Pemda sudah memberikan rekomendasi, kita memang perlu kemandirian energi,” ujarnya.
Bandesa Adat Sidakarya I Ketut Suka mengatakan masyarakat desa setempat sudah sangat menantikan adanya proyek LNG yang nantinya juga dapat memberikan akses jalan ke pantai bagi masyarakat untuk melaksanakan ritual. “Masyarakat Sidakarya sekitar tahun 1970 sudah fokus untuk menanam mangrove. Namun, setelah mangrove tumbuh lebat kami tidak bisa ke pantai,” katanya. Menurut Suka, masyarakat Sidakarya sudah sangat menantikan akses ke pantai itu terlebih pada Januari 2024 Desa Sidakarya akan melaksanakan ritual besar Nangluk Merana yang sebelumnya dilaksanakan 400 tahun yang lalu. Akses ke pantai juga diperlukan untuk berbagai upacara keagamaan. “Lokasi upacara yang sedianya akan dilaksanakan di pantai terpaksa diubah ke Catus Pata (perempatan) karena proyek LNG belum jelas. Kami sebelumnya sudah sepakat, jangan masyarakat hanya dimanfaatkan tolong kami diberikan manfaat,” ucapnya. Sementara itu Direktur Perumda Kerta Bali Saguna Nyoman Kami Artana mengatakan kajian rencana pembangunan terminal LNG secara off shore atau lepas pantai dengan jarak 500 meter itu kajiannya sudah lengkap dan tidak ada hambatan.
“Hanya saja ada opsi dengan lokasi baru dengan jarak 3,5 kilometer masih memerlukan kajian lebih mendalam dan akurat,” katanya. Sedangkan perwakilan PT PLN Energi Primer Indonesia mengatakan salah satu kendalanya karena belum terpenuhi izin lingkungan dari Kementerian Lingkungan Hidup dan Kehutanan (LHK). Ketua Komisi IV DPRD Bali Gusti Putu Budiarta mendesak kalau memang dibutuhkan izin dari Kementerian LHK harus diurus segera mungkin. “Apalagi yang ditunggu karena sudah dapat harmonisasi dari masyarakat. PLN harus konsisten dengan sikap semula,” tegasnya. 021/002
