Lembaga keuangan internasional atau World Bank, telah memperbaharui kemitraan dengan Pemerintah Indonesia melalui kerangka kerjasama baru untuk tahun 2021-2025. Hal ini terungkap saat Menteri Perencanaan Pembangunan Nasional (PPN)/Kepala Bappenas Suharso Monoarfa melakukan video conference dengan World Bank Indonesia Country Director, Ms. Satu Kahkonen, pada hari Kamis, 27 Agustus 2020 di Kantor Kementerian PPN/Bappenas, Jakarta.
Kerangka kerja kemitraan ini disusun selaras dengan Rencana Pembangunan Jangka Menengah Nasional (RPJMN) yang telah ditetapkan pemerintah, yakni membantu Indonesia dalam menyelesaikan sejumlah permasalahan-permasalahan, seperti permasalahan infrastruktur.
“Infrastruktur tidak diragukan lagi merupakan kunci dalam mencapai tujuan pembangunan kita, terutama sebagaimana disebutkan dalam RPJMN 2020-2024 yang baru. Infrastruktur untuk mendukung pembangunan ekonomi dan pelayanan dasar,” ujar Kepala Bappenas.
Kepala Bappenas juga menambahkan, terdapat lima fokus pembangunan infrastruktur yang sedang dibangun di Indonesia, yaitu: (1) energi dan kelistrikan, (2) transformasi digital, (3) infrastruktur pelayanan dasar, (4) infrastruktur ekonomi, dan (5) infrastruktur pendukung perkotaan.
Lebih lanjut Menteri Suharso menjelaskan, dalam analisis megatren ke depan, tatanan perekonomian baik global maupun domestik diperkirakan akan mengalami perubahan akibat adanya pandemi COVID-19. Oleh karena itu, perubahan tersebut berpotensi mendorong pergeseran pada sektor-sektor unggulan (keunggulan komparatif) yang berpotensi menimbulkan perubahan pola permintaan dan penawaran.
“Kami berharap Bank Dunia dapat mengoptimalkan keunggulan komparatifnya dalam menawarkan program atau proyek yang dapat membantu memulihkan perekonomian Indonesia yang lebih baik dan lebih kuat. Kami juga berharap Bank Dunia dapat berpartisipasi dan terlibat dalam mengatasi kerentanan ekonomi,” kata Menteri Suharso.
Selain itu, kerjasama antara Indonesia dan Bank Dunia juga diharapkan akan mendorong Bank Dunia untuk membuat proyek-proyek yang mempunyai multiplier effect, khususnya di bidang ekonomi, berupa: meningkatkan arus investasi ke dalam negeri, serta mengembangkan kerjasama ekonomi dan investasi antara pelaku usaha nasional dan asing.
“Lebih khusus lagi pada persiapan dan pelaksanaan proyek, kami berharap World Bank dapat mendukung kami dalam mempersiapkan proyek yang memuaskan dan dapat mendukung kami dalam mencapai standar internasional,” tambah Suharso Monoarfa.
Kedepannya, proyek kerjasama antara Indonesia dan World Bank dapat digunakan untuk menarik sejumlah investor dari Negara-negara asing untuk berinvestasi di Indonesia. Hal ini tentu saja akan menjadikan Indonesia sebagai pangsa pasar yang strategis. Selain itu, Pemerintah Indonesia juga berharap terdapat integrasi antara pembiayaan World Bank dengan instrumen atau sumber pembiayaan lainnya guna mencapai efisiensi pembiayaan dan memberikan transfer ilmu dan teknologi yang maksimal.
“Akhir kata, kami ingin berterima kasih atas dukungan World Bank kepada Indonesia. Dalam jangka menengah ke depan, kami berharap, antara Indonesia dan World Bank terus menjalin kerjasama yang untuk bersama-sama mencapai tujuan Pembangunan Indonesia,” tutup Menteri Suharso.
