JAKARTA – BERITATERKINI.co.id – Pengamat komunikasi politik Emrus Sihombing mengaku heran dengan pengangkatan Budi Gunadi Sadikin sebagai Wakil Komisaris Utama Pertamina.
Padahal mantan Direktur Utama Inalum tersebut juga menjadi Wakil Menteri Badan Usaha Milik Negara (BUMN).
“Dua jabatan dipegang orang yang sama, selain tidak lazim juga tidak produktif. Baik dari aspek sosiologi dan psikologi, maupun capaian kinerja bagi yang bersangkutan, tentu juga bagi semua karyawan di sekitarnya,” ujar Emrus di Jakarta, Rabu (27/11/2019).
Akibatnya kata dia, hal tersebut bisa menimbulkan spekulasi dan anggapan negatif dari publik.
“Kontroversi lain yang bisa saja mengemuka, mengapa harus orang yang sama dipaksakan pada posisi regulator dan sekaligus eksekutor,” ucapnya.
Emrus meyakini BG akan melakukan peran atau fungsi yang berbeda pada rel yang berbeda pula dalam satu “rumah besar” seperti BUMN.
Jabatan dan peran tersebut, seharusnya tidak berada pada sosok yang sama dalam suatu institusi, untuk menjaga objektivitas, netralitas dan independensi.
“Sebagai wamen dan wakomut, membuat dirinya berada pada dua status yang berbeda dan dua peran yang berbeda pula. Saya kira ini akan sangat merepotkan dan melelahkan bagi BG, Ahok (Komisaris Utama Pertamina) dan bagi karyawan di sekitarnya,” kata Emrus.
Ia menyarankan agar Menteri BUMN, Erick Thohir kembali meninjau soal keputusan tersebut.
“Biarlah BG sebagai wamen saja. Karena yang lebih substantif lagi, dengan dua jabatan dalam sutu garis di dalam suatu manajemen, terbuka lebar terjadi conflict of interest. Regulator merangkap executing agent. Ini sangat tidak baik dalam rangka menciptakan suatu institusi atau perusahaan sehat. Tentu, tak terkecuali Kementeraian BUMN atau Pertamina,” pungkas Emrus.
