Pembahasan Ranperda RTRW Provinsi Sumsel 2023-2043, karena isi draft dokument Ranperda RTRW tidak menjawab hal hal yang krusial seperti perubahan iklim, karhutla, bencana banjir,pencemaran dan kerusakan lingkungan hidup, ungkap Direktur WALHI Sumsel Yulisman, SH di Depan kantor DPRD Provinsi Sumsel. (31/03/23)
Penyusunan RANPERDA RTRW Provinsi seharusnya dilandasi Naskah Akademik yang memuat situasi dan kondisi objektif kabupaten/kota di Sumatera Selatan, Serta terintegrasi berbagai persoalan khususnya terkait dengan tumpang tindih lahan dalam kawasan dan juga untuk menjawab persoalan konflik dan kesejahteraan masyarakat,”jelasnya.
Ditambahkan dari Sumsel bersih Sumarlan Naskah Akademik RANPERDA RTRW Provinsi harus mencerminkan kondisi objektif tata ruang kabupaten/kota dan rencana perlindungan. Karena dasar pijakan yang menjadi alasan penyusunan RANPERDA RTRW haruslah mempertimbangkan beberapa situasi seperti; Indeks Pertumbuhan Manusia, Kesenjangan Pertumbuhan, Deforestasi dan Bencana.
Naskah Akademik RANPERDA RTRW Provinsi sama sekali tidak menjawab dasar persoalan yang diuraikan, struktur penyusun tidak jelas, isinya asal-asalan, dan tata cara penyusunan hanya sebatas template tanpa isi sebagaimana yang diamanatkan, “ungkapnya.
Naskah Akademik yang tidak berkualitas dipastikan melahirkan RANPERDA RTRWP yang tidak berkualitas dan menjadi produk hukum yang tidak berkualitas dan kacau. Maka patutlah keilmuan tim penyusun naskah ini untuk dipertanyakan.
Atas dasar fakta-fakta yang diurai diatas, maka Aliansi Masyarakat Sipil (AMS) Kawal RANPERDA RTRW Provinsi Sumatera Selatan menolak secara TEGAS dan mendesak PANSUS IV DPRD Provinsi Sumatera Selatan MENGHENTIKAN pembahasan RANPERDA RTRW Provinsi tahun 2023-2043. Sikap tegas dan penolakan ini kami sampaikan semata-mata demi untuk terwujudnya keadilan ekologi, keadilan ruang dan keadilan generasi yang akan datang,”bebernya.
Ditambahakan oleh Dewan Pengawas (Dewas) Sumsel Bersih, Andreas OP mengatakan bahwasanya Raperda RTRW Sumsel ini harus mengakomodir isu strategis nasional yang ada di Kota maupun Kabupaten dan tentunya harus tetap dalam rangkaian kesatuan. “Jangan sampai sampai usulan perubahan RTRW Provinsi Sumsel ini jadi ajang politik dagang sapi,”cetusnya.
Aksi unjuk rasa dari AMS di Terima oleh anggota Pansus IV DPRD Sumsel Susanto Azis, SH mengatakan aspirasi yang di sampaikan kami terima, sementara itu dari Anggota Pansus IV akan mengkaji ulang dan tidak kejar tayang. Untuk kajian akademik supaya melibatkan semua element dalam menyusun akademik, “tandasnya.
