Demo di Kantor Walikota, KGPL Mendesak Tutup Operasional Stockpile dan Dermaga Batubara di Sepanjang Sungai Musi Diduga Kangkangi Perda Kota Palembang
PALEMBANG, BERITATERKINI.co.id – Puluhan massa yang tergabung dalam Komite Gerakan Penyelamat Lingkungan (KGPL) menggelar aksi unjuk rasa di kantor Walikota Palembang, pada Selasa (12/12/23).
Dalam aksinya mereka mendesak Pj Walikota Palembang secara melakukan tindakan tegas dengan menutup operasional stockpile dan dermaga sejumlah perusahaan angkutan batubara yang terletak di sepanjang sungai musi yang diduga pelanggaran Perda Kota Palembang dan pelanggaran pidana lingkungan hidup.
“Kami mendesak PJ walikota Palembang untuk menutup stockpile batubara yang diduga milik PT RMK Energy, PTBA, PT BAU, PT SMS, PT Fortune, PT MAS dan PT KAI atas indikasi pelanggaran Perda RTRW Kota Palembang dan dugaan melakukan Pelanggaran Pidana Lingkungan Hidup,”ungkap Koordinator Aksi, Arki dalam orasinya.
Arki menjelaskan bahwa menurut hasil kajiannya, maka pihaknya menduga aktivitas operasional stockfile dan dermaga milik sejumlah perusahaan batubara tersebut yang terletak di sepanjang sungai musi khususnya di wilayah Kota Palembang terindikasi telah mengkangkangi Perda No 15 Tahun 2021 tentang RTRW Kota Palembang terkait dengan tata ruang, pola ruang, zonasi sempadan Sungai, serta zonasi system jaringan sumber daya air.
Lebih lanjut Arki menegaskan pihaknya juga mendesak Pj Walikota Palembang dan Ketua DPRD Kota Palembang untuk menghentikan aktivitas oprasional tongkang batubara di sepanjang sugai musi. “Karena kami menduga aktivitas opersional tongkang batubara yang ada di sepanjang sungai musi patut diduga kuat melanggar Perda Kota Palembang No 14 Tahun 2011 dan dugaan tidak memiliki ijin oprasi sepanjang sungai musi,”tegas dia.
“Dari hasil kajian dan investigasi yang kami lakukan, maka patut diduga kuat aktivitas oprasional angkutan tongkang Batubara di sepanjang Sungai musi terindakasi melanggar Perda 14 Tahun 2011, Pasal 106 Setiap kapal tongkang yang melintasi dibawah Jembatan Ampera harus memenuhi ketentuan, antara lain: (a) Ketinggian muatan tongkang tidak melebihi 8 (delapan) meter; (b) bagian alas muatan harus rata atau tidak kerucut;
(c) wajib dipandu oleh Petugas Otoritas Pelabuhan dan/atau Unit Penyelengara Pelabuhan serta pengamanan dan pengawasan lalulintas disekitar Jembafan Ampera oleh Petugas Dinas Perhubungan; (d) Berlayar harus siang hari; (e) Tongkang yang diperkenankan melintasi di bawah Jembutan Ampera maksimal (LOA) 300 feet dcngan lebar maksimal 28 meter dan ditarik oleh kapal tunda minimal 1765 KW serta Tog Boat pendorong 1761 KW yang memenuhi persyaratan,”jelas dia.
Selain itu, pihaknya juga mendesak dan meminta PJ Walikota dan DPRD Kota Palembang untuk menutup dermaga batura di sepanjang sungai musi atas dugaan melanggar Perda RTRW No 15 Tahun 2012 serta dugaan mall administrasi perijinan.
“Kami juga mendesak Polda sumsel untuk menindak keras perusaha pemilik stock pile di wilayah Kota Palembang yang melanggar pidana tata ruang dan pidana lingkungan hidup secara transparan,”tegas dia.

“Karena kami menilai penyumbang terjadinya penurunan kualitas air sungai musi diakibatkan terjadinya pencemaran air yang salah satunya kami duga akibat aktivitas pabrik, stock pile, lalulintas tongkang Batubara, pembangunan dermaga Batubara yang ada di sepanjang sungai musi,”tandas dia dengan tegas.
Aksi di kantor Walikota Palembang diterima oleh perwakilan Pemkot Palembang, Rahmawati mengatakan apa yang menjadi tuntutan para pendemo akan di sampaikan kepada atasan. “Nanti akan saya sampaikan ke atas,”kata dia. (**)
