Upaya Nyata Kadin Indonesia Dalam Pendampingan Dan Pembinaan UMKM Naik Kelas Secara Nasional

Jakarta, BERITATERKINI.CO.ID—Sesuai data BPS dan Kementrian Koperasi & UKM, bahwa 99,99% pelaku usaha di Indonesia adalah Usaha Mikro, Kecil dan Menengah (UMKM). Dari pelaku UMKM, didominasi Usaha Mikro (98,7%) dari total UMKM, yaitu usaha dengan omzet (penjualan) dibawah Rp 300 juta per tahun.

Suatu perimbangan jumlah pelaku usaha yang belum ideal dalam membantu pertumbuhan ekonomi Indonesia, maka untuk itu perlu digiatkan agar pelaku Usaha Mikro meningkat dan naik menjadi Usaha Kecil dan seterusnya, demikian dituturkan oleh Raden Tedy Ketua Lembaga Pengembangan Usaha Kadin Indonesia saat diwawancara oleh media, Jumat 24/01/20 di bilangan Menteng Jakarta Pusat ( kantor Kadin -red )

Ketua Lembaga Pengembangan Usaha Kadin Indonesia mengemukakan bahwasanya banyak pihak yang membahas istilah UMKM naik kelas, namun hampir semua belum menyampaikan definisi dan kriteria dari UMKM naik kelas. Ada yang menyatakan bahwa untuk naik kelas, maka usaha harus berkembang, atau telah mengikuti system digital, atau usaha berubah menjadi orientasi eksport dan lain – lain, tanpa ada batasan kuantitatif. Ujarnya

Sementara untuk dapat dikatakan naik kelas, maka harus didudukan terlebih dahulu, usaha saat ini dikelas apa dan apabila naik kelas apa. Sebagai contoh; usaha bakso keliling, saat ini harus didudukan ke kelas apa. Apakah kalau pedagang bakso sudah menggunakan system digital, maka akan dikatakan naik kelas, lantas kelas apa yang dia capai?

Saya mencoba mendefinisikan terlebih dahulu apa itu UMKM naik kelas, dan selanjutnya pembatasan kriteria UMKM berdasarkan kelas yang dimaksud, jelasnya.

UMKM terdiri dari Usaha Mikro, Usaha Kecil dan Usaha Menengah, maka cukup jelas pembagiannya. Sehingga UMKM Naik kelas dapat didefinisikan meningkatnya/ berkembangnya Usaha Mikro, Kecil dan Menengah di masing-masing kelas secara berjenjang, sesuai peningkatan Omzet (penjualan) dan Asset, dengan kriteria sesuai Undang Undang No 20 tahun 2008, tentang UMKM.

Adapun Kriteria Kelas UMKM sebagaimana Undang Undang No 20 tahun 2008, tentang UMKM, maka kriteria UMKM adalah sebagai berikut :

“Kelas Usaha Mikro”, Apabila Omzet (Penjualan) maksimal Rp 300 juta per tahun dan Asset maksimal Rp 50 juta.

“Kelas Usaha Kecil”, Apabila Omzet (Penjualan) antara Rp 300 juta sampai dengan Rp 2,5 milyar dan Asset antara Rp 50 juta sampai dengan Rp 500 juta.

“Kelas Usaha Menengah”, Apabila Omzet (Penjualan) antara Rp 2,5 milyar sampai dengan Rp 50 milyar dan Asset antara Rp 500 juta sampai dengan Rp 10 milyar.

Untuk Usaha Menengah akan naik kelas ke Usaha Besar, apabila Omzet (Penjualan diatas Rp 50 milyar per tahun atau Asset diatas Rp 10 milyar.

Masing-masing kelas dengan kriteria Omzet dan Asset. Apabila salah satu kriteria (Omzet dan Asset) telah memenuhi, maka Usaha tersebut dapat dikatagorikan naik kelas.

Dari Definisi dan Kriteria tersebut, maka dengan contoh penjualan bakso keliling, akan dapat dikatagorikan naik kelas, diawali dengan penetapan usaha bakso tersebut saat ini berada dikelas apa. Maka perlu didata tingkat Omzet dan Assetnya terlebih dahulu. Setiap triwulan, dilakukan evaluasi data Omzet dan Asset untuk melihat perkembang usahanya.

Dari pendataan awal ini, maka dapat dikatakan bahwa UMKM naik kelas akan sulit terjadi apabila tidak mengerti dan membuat laporan/ catatan keuangan, dan selanjutnya UMKM perlu merencanakan usaha (business plan) dengan penetapan target agar naik kelas. Tidak semua mungkin tercapai dalam 1 tahun, bisa jadi ada yang bisa naik kelas, dengan waktu diatas 1 tahun. Hal ini akan dapat di ketahui dari perencanaan usahanya. Memahami pembuatan laporan keuangan dan rencana usaha, merupakan dua hal yang cukup penting dalam menunjang program UMKM naik kelas.

Target pelaku UMKM untuk naik kelas adalah meningkatkan Omzet (penjualan) dan Asset. Untuk itu diperlukan penjualan yang meningkat sesuai targetnya, penjualan dapat dilakukan secara offline maupun online, maka untuk itu pelaku UMKM memerlukan pengetahun tentang strategi penjualan Offline/ Online (digital).

Tidak sedikit pelaku UMKM kesulitan menjual produk karena faktor kualitas dan kemasan (packaging) produknya. Maka kedua hal ini pun dibutuhkan oleh pelaku UMKM, Kata Raden Tedy Ketua Lembaga Pengembangan Usaha Kadin Indonesia.

Raden Tedy juga mengatakan bahwa secara umum untuk menunjang Program UMKM Naik kelas, dibutuhkan berbagai pembinaan dan pendampingan. Pembinaan dalam bentuk penyuluhan, pelatihan dan workshop antara lain :

– Tatacara Pembuatan Laporan keuanga sederhana

– Perencanaa Usaha (Business Plan)

– Peningkatkan kualitas mutu produk

– Tatacara pengemasan (packaging) produk

– Strategi pemasaran digital

– Strategi pengelolaa persediaan (stock)

– Tatacara pengajuan modal usaha ke Bank/ Lembaga Keuangan

– Tatacara Eksport dan pendampingannya.

– Perpajakan

– Dan lain-lain

Bahwasanya Kadin Indonesia dibawah kepemimpinan Eddy Ganefo sebagai ketua umum, telah menyiapkan semua program pendukung UMKM Naik Kelas secara Nasional. Pungkas Raden Tedy.(BRT)
