JAKARTA – BERITATERKINI.co.id – Presiden Joko Widodo mengaku akan segera melakukan pemangkasan untuk jabatan eselon III dan IV di Kementerian dan Lembaga.
Ia berencana mengganti tugas mereka dengan artificial intelligence atau kecerdasan buatan.
“Kita lakukan pengurangan eselon, kita punya eselon I, II, III, IV, kita akan lakukan yang III dan IV akan kita potong,” jelas Jokowi di acara CEO Forum di Ritz-Charlton, Jakarta, Kamis, (28/11/2019).
Pemangkasan dilakukan sebagai bagian dari reformasi birokrasi untuk mendukung kegiatan usaha.
“Saya sudah perintahkan juga ke Men-PAN (Tjahjo Kumolo) diganti dengan AI. Kalau diganti artificial intelligence, birokrasi kita lebih cepat. Saya yakin itu. Tapi sekali lagi, ini juga akan tergantung omnibus law ke DPR,” jelas dia.
Di tempat yang sama, Menteri Koordinator Bidang Perekonomian Airlangga Hartarto mengatakan rencana pemerintah dalam menerapkan wacana tersebut adalah mengalihkan pekerjaan bagi pegawai pemerintahan yang bekerja di bidang pembuatan perizinan.
“Sekarang beberapa sudah didorong antara lain omnibus law untuk Cipta Kerja dan juga ada yang namanya OSS dan single map policy. Jadi salah satunya menggunakan AI di situ,” kata Airlangga.
Ia mencontohkan dengan kecerdatan buatan, maka Izin Mendirikan Bangunan (IMB) tidak dibutuhkan lagi.
“Contoh, kita menyederhanakan IMB terutama untuk gedung dua tingkat. Nah, perizinan didorong berbasis bukan seperti sekarang, tetapi risk based approach, itu basisnya standar,” terang dia.
Dengan skema ini, ia mengaku pengusaha tidak perlu lagi menghadapi mata rantai birokrasi yang berlapis.
“Jadi, kalau sudah memenuhi standar, bisa berproses dengan OSS (Online Single Submission). Sekarang kan, walaupun sudah ada OSS, masih ada intervensi ‘rekomendasi’. Sehingga nanti rekomendasi untuk Pertek dan lain-lain akan kita hilangkan. Sehingga orang untuk bangun gedung 2 lantai ‘tidak memerlukan IMB’,” imbuhnya.
Begitu juga dengan birokrasi dalam penerbitan izin usaha bagi UMKM. Dengan kecerdasan buatan, para pelaku UMKM bisa bebas dari birokrasi yang berlapis.
“Terus di dalam omnibus law juga kita didorong kemudahan untuk UMKM. Ini termasuk untuk perizinan, selama ini kan perizinan diproses. Tapi usaha kecil-menengah bisa dengan registrasi saja dan ada penambahan bahwa untuk membuat bisnis itu tidak perlu. Kalau berdasarkan UU sekarang harus ada dua pihak, tetapi ke depan nanti cukup satu pihak saja,” pungkasnya.
Meski begitu, Airlangga belum mau membeberkan kapan pemerintah mulai memangkas birokrasi di pemerintah dengan kecerdasan buatan tersebut. Ia hanya berpesan agar menunggu programnya diluncurkan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN-RB).
