Maluku.Beritaterkini.co.id. Tender dua paket mega proyek jalan Namrole-Leksula I dan II Pulau Buru, akan dilaporkan ke Kementerian PUPR RI.
Laporan ini termasuk dugaan permintaan fee dari oknum Anggota Pokja di Balai Pelaksana Pemilihan Jasa Konstruksi Maluku.
Informasi yang diterima, laporan itu akan disampaikan selain terkait dugaan permintaan fee dari dua paket dengan nilai Rp 270 miliar lebih, juga terkait tidak profesionalnya Pokja BP2JK Maluku dalam pelaksanaan tender.
“Laporannya lagi disiapkan. Dalam waktu dekat pasti disampaikan ke Kementerian PUPR. Langkah ini diambil, agar semua mekanisme lelang dilakukan dengan baik, tidak melanggar aturan hukum,” ungkap sumber ini.
Menurut keterangan sumber, fee sebesar 6,5 persen dari total nilai proyek itu terbagi dua, 1,5 persen untuk internal, dan 5 persen sebagai tambahan. Kata dia, ini yang menjadi alasan kenapa proses tender pembangunan Jalan Namrole-Leksula I dan II, disebut tidak profesional.
“Siapa bilang tender online, lalu tidak bisa dimanipulasi. Justru tinder online ini membuat semuanya bisa dimanipulasi. Lalu dengan seenaknya mereka main batal lelang, hanya dengan alasan tak masuk Bakal,” ungkap sumber ini.
Proyek Namrole-Leksula I dibiayai dengan total anggaran sebesar Rp133.354.368.000, dan paket Jalan Namrole-Leksula II dengan nilai Rp138.014.344.000. Total dua paket proyek ini sebesar Rp270 miliar lebih.
Untuk paket satu dimenangkan oleh PT Modern Mutu Utama Konstruksi, sementara paket II-nya dimenangkan PT Brahmakerta Adiwira. Meski dua perusahaan berbeda, namun sumber Ambon Ekspres menyebut, hanya satu pengusaha yang mengerjakannya.
Dari hitungan media ini, fee 6,5 persen yang diminta oleh oknum Pokja BP2JK benar, maka ada dana yang akan keluar dari nilai proyek ini sebesar Rp17 miliar lebih.
“Kontraktornya tolak, karena permintaannya tak masuk akal. Selain itu, sangat melanggar hukum. Bagimana bisa, proyek pemerintah dipatok dengan fee sebesar itu. Ini kan gila,” ungkap sumber lainnya.
Sementara itu, Koordinator LIRA Maluku, Yan Sariwating menyesalkan adanya dugaan permintaan fee yang diminta oleh oknum Pokja kepada kontraktor. Tindakan ini tidak bisa dibenarkan dalam institusi manapun juga.
“Itu tidak bisa dibenarkan. Bukan hanya untuk Balai Lelang, tapi semua institusi. Tindakan-tindakan seperti ini, sangat melanggar hukum. Ini tindakan yang tidak profesional, kalau benar-benar terjadi,” ungkap Yan Sariwating.
Menurut dia, perlu ada langkah hukum, untuk menindaklanjuti dugaan tersebut. Kata dia, jika permintaan itu dipenuhi, berarti negara ikut dirugikan dalam tender dengan nilai sangat besar tersebut. “Ini tidak boleh terjadi. Tindakan itu merugikan negara,” ungkap Yan Sariwating.(red )
