Rapat Pembahasan LKPJ Bupati Lamsel 2020, Pansus DPRD Temukan Dana Jasa Kebersihan Tidak Ditender
Lampung Selatan, BERITATERKINI.CO.ID | Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Lampung Selatan menggelar rapat pembahasan Laporan Keterangan Pertanggungjawaban (LKPJ) keuangan Bupati Lampung Selatan (Lamsel) Tahun 2020, yang berlangsung di Rumah Dinas Ketua DPRD Lamsel, Selasa (17/3/2020).
Rapat pembahasan LKPJ dipimpin langsung Ketua Panitia Khusus (Pansus) DPRD Lamsel M Akyas dihadiri oleh anggota pansus dan juga Organisasi Perangkat Daerah terkait.
Dari pantauan jurnalis Jarrakpos melalui video yang diunggah di YouTube dengan situs www.lampungtelevisi.com, terlihat dalam rapat tersebut pansus menemukan Masalah penggunaan keuangan kebersihan oleh Bagian Perlengkapan Pemerintah Daerah (Pemda) Lamsel Tahun anggaran 2019. Jasa kebersihan yang menelan anggaran Negara sebesar Rp. 768.000.000,- tidak di lelang atau tender oleh pihak Pemda, dalam pelaksanaannya dilakukan melalui penunjukan langsung.
Hal itu terungkap saat anggota pansus Jengis Khan menananyakan tidak dilelangnya kegiatan jasa kebersihan. Plt Kabag Perlengkapan Sekretariat Pemda Lamsel Delfarizy tidak bisa menjawab pertanyaan tersebut.
Dalam kesempatan yang sama ketua Pansus M Akyas juga menanyakan, alasan Pemda tidak melakukan lelang Jasa dan nama perusahaan yang mengerjakan kegiatan tersebut,
“Kenapa tidak dilelang, minimal dipublikasikan, diumumkan melalui media, siapa tahu ada rekan-rekan pengusaha yang memiliki perusahaan outsourcing yang akan ikut mengajukan penawaran, hal ini ditujukan dalam rangka efisiensi anggaran”, katanya.
Delfarizy hanya menjawab dengan nada ragu, “perusahaan pelaksana CV Pajar Prima Embun dan CV Putri Tunggal.
Delfarizy juga menjelaskan metode pembayaran dilakukan pertri Wulan atau sistem termin, dimana
Pengajuan kontrak diajukan setiap termin, kontrak untuk satu terminnya senilai Rp.96 juta, jasa gedung A dan B total anggaran satu tahun senilai 382 juta, atau perbulan 32 juta hal ini sudah sesuai Peraturan Presiden nomor 16 Tahun 2018.
Ditemukannya masalah anggaran jasa kebersihan oleh Pansus DPRD Lamsel maka rapat pembahasan LKPJ Bupati Lamsel sementara ditunda.
Diberitakan sebelumnya, ketua ikatan kemuakhian Masyarakat Lampung (IKAM Lampung), Ruli Hadi Putra mengaku geram, menurutnya jika kegiatan pelaksanaan kebersihan gedung setkab Lamsel Tahun Anggaran 2019 senilai Rp. 768.000.000 tersebut dilaksanakan tanpa melalui proses tender, maka patut diduga telah terjadi penyimpangan (KKN), Jum’at (28/2/2020).
Lebih lanjut Ruli mengatakan dengan tidak ditendernya kegiatan tersebut maka terindikasi telah terjadi kerugian Negara yang mencapai ratusan juta Rupiah.
“Ada 28 pekerja dengan upah perbulan Rp. 1 juta, dikali 12 Bulan hasilnya Rp. 336. Juta, jika diasumsikan untuk belanja bahan pembersih perbulan Rp. 5 juta dikali 12 Bulan maka hasilnya Rp. 60 juta, kemudian Rp. 336 juta ditambah Rp.60 juta menjadi Rp. 396 juta. Dengan pagu senilai Rp. 768 juta dikurangi biaya bahan oembersih Rp. 396 juta, maka ada selisih Rp. 372 juta yang patut diduga dinikmati oleh oknum tertentu”, katanya.
Ruli berharap indikasi awal ini segera disambut dan ditangkap oleh Aparat Penegak Hukum (APH). /BRTKINI
