Pada Kamis, 26 Maret 2020
JAKARTA, BERITATRKINI.CO.ID |Pemerintah Republik Indonesia (RI) tengah meluncurkan stimulus guna membantu orang-orang yang terdampak pandemi COVID-19 secara ekonomi. Bantuan ini ternyata tak hanya berlaku bagi tukang ojek, supir taksi, ataupun nelayan saja, tetapi juga para pelaku usaha mikro, kecil, dan menengah (UMKM).
Secara lengkap, kebijakan countercyclical ini diatur oleh Otoritas Jasa Keuangan (OJK) dalam Peraturan OJK nomor 11/POJK.03/2020.
Penerbitan stimulus ini dilatarbelakangi oleh penyebaran virus corona COVID-19 yang berdampak besar terhadap perekonomian nasional di Indonesia.
Tidak cuma para konglomerat yang terhubung dengan ekonomi global, para pelaku UMKM dan pekerja harian pun ikut merugi karena masyarakat diinstruksikan untuk diam di rumah serta social distancing.
Kerugian ini membuat mereka yang memiliki cicilan pinjaman atau debitur tak bisa membayar tagihannya kepada bank pemberi pinjaman dana. Oleh karena itu, mereka akan diberikan perlakuan khusus dari bank debitur selama pandemi masih berlangsung dengan kriteria tertentu.
Pertama, mereka yang terdampak penutupan jalur transportasi dan pariwisata atau lockdown dari maupun ke negara-negara yang terjangkiti virus COVID-19. Hal ini berlaku juga bagi negara-negara yang hanya memberlakukan travel warning.
Kedua, mereka yang terdampak oleh penurunan volume ekspor atau impor secara signifikan akibat keterkaitan rantai suplai dengan negara-negara tersebut.
Ketiga, mereka yang terdampak oleh terhambatnya proyek infrastruktur akibat penghentian pasokan bahan baku, tenaga kerja, maupun mesin dari negara-negara tersebut.
Debitur yang memenuhi kriteria ini dan benar-benar mengalami kesulitan pembayaran cicilan kepada bank bisa mendapatkan perlakuan khusus tersebut.
Hal ini berlaku bagi para debitur yang bergerak di bidang pariwisata, transportasi, perhotelan, perdagangan, pengolahan, pertanian, dan pertambangan.
Adapun mereka yang bergerak di bidang lain dan terdampak virus corona juga bisa mendapatkan perlakuan khusus ini. Kebijakan tersebut berlaku apabila sepanjang dalam self assessment bank debitur, peminjam dana terkena dampak pandemi virus corona COVID-19.
Bank yang akan menentukan pedoman kriteria lebih lanjut serta penetapan sektor terdampak. Presiden Jokowi sendiri mengatakan bahwa kelonggaran ini akan berlaku selama satu tahun ke depan. Bagi UMKM, relaksasi kredit hanya berlaku untuk peminjam dana di bawah Rp 10 juta.
Hal ini termasuk penetapan lancar terhadap kualitas kredit/pembiayaan yang direstrukturisasi akibat virus corona COVID-19. (Lawjustice/brttrkini)
