JAKARTA – BERITATERKINI.co.id – Kejaksaan Agung (Kejagung) memastikan bahwa ada tindak pidana korupsi di perusahaan Badan Usaha Milik Negara (BUMN) PT Asuransi Jiwasraya (Persero).
Kejagung memperkirakan bahwa kerugian negara berdasarkan perkiraan awal mencapai Rp13,7 triliun.
“Sebagai akibat transaksi tersebut, PT asuransi Jiwasraya (Persero) sampai Agustus 2019 menanggung potensi kerugian negara sebesar Rp 13,7 triliun. Hal ini merupakan perkiraan awal. Jadi Rp 13,7 triliun hanya perkiraan awal dan diduga ini akan lebih dari itu,” ucap Jaksa Agung ST Burhanuddin saat jumpa pers di Kejagung, Jakarta Selatan, Rabu, (18/12/2019).
Ia menilai bahwa PT Jiwasraya kurang hati-hati dalam menggunakan dana untuk berinvestasi. Terbukti bahwa dana yang digunakan 95% ditempatkan di saham yang memiliki kinerja buruk.
“Sebagaimana tertuang dalam laporan hasil pemeriksaan dengan tujuan tertentu atas pengelolaan bisnis asuransi, investasi, pendapatan, dan biaya operasional. Hal ini terlihat pada pelanggaran prinsip kehati-hatian dengan berinvestasi yang dilakukan oleh PT Asuransi Jiwasraya yang telah banyak melakukan investasi pada aset-aset dengan risiko tinggi untuk mengejar high grade atau keuntungan tinggi antara lain yang pertama adalah penempatan saham sebanyak 22,4 persen senilai Rp 5,7 triliun dari aset finansial dan jumlah tersebut 5 persen dana ditempatkan pada saham perusahaan dengan kinerja baik dan sebanyak 95 persen dana ditempatkan di saham yang berkinerja buruk,” ucapnya.
Selain itu, Burhanuddin menduga PT Jiwasraya juga tak hati-hati dalam penempatan reksa dana senilai Rp 14,9 triliun. Menurutnya, dari dana tersebut, 98 persennya dikelola manajer investasi dengan kinerja buruk.
“Yang kedua adalah penempatan reksa dana sebanyak 59,1 persen senilai Rp 14,9 triliun dari aset finansial. Dari jumlah tersebut, 2 persen yang dikelola oleh manager investasi Indonesia dengan kerja baik dan 98 persen dikelola oleh manajer investasi dengan kinerja buruk,” ungkapnya.
Burhanuddin mengatakan bahwa Kejagung sudah melakukan pemeriksaan kepada 89 orang saski. Namun sampai saat ini pihak Kejagung belum menetapkan tersangka.
“Tentang pasalnya apa dan lain sebagainya, ini masih proses. Saya minta teman-teman pers bersabar. Yang penting kasus asuransi Jiwasraya ini sedang kami tangani dan saat ini sudah dalam tahap penyidikan,” jelasnya.
Sebelumnya diberitakan, Kejati DKI mengendus adanya dugaan tindak pidana korupsi di Jiwasraya sejak 2014 hingga 2018. Menurutnya, Jiwasraya melalui unit kerja pusat bancassurance dan aliansi strategis menjual produk JS Saving Plan dengan tawaran persentase bunga tinggi atau cenderung di atas rata-rata berkisar 6,5-10 persen, sehingga memperoleh pendapatan total dari premi sebesar Rp 53,27 triliun.
“Dalam pelaksanaannya, terdapat penyimpangan yang diduga melanggar ketentuan perundang-undangan sehingga memenuhi kualifikasi tindak pidana korupsi (delik korupsi), baik terkait proses penjualan produk JS Saving Plan maupun dalam pemanfaatan pendapatan sebagai hasil penjualan produk JS Saving Plan,” tutur Kasi Penkum Kejati DKI Nirwan Nawawi.
