*UU Cipta Kerja, Membangun Kepentingan Bersama*

Baru-baru ini pengesahan UU Omnibus Law Cipta Kerja oleh DPR RI. Pengesahan ini pun mendapatkan berbagai kritikan, terutama di kalangan buruh.

Namun, apakah benar pemerintah abai dengan kehidupan para buruh dan para pekerja lainnya dan lebih mementingkan kalangan elit pengusaha?

Indonesia adalah negara berkembang yang sedang menggencarkan investasi untuk membangun negara, agar dapat keluar dari “Middle Income Trap” dan menuju Visi Indonesia Emas 2045. Di masa pandemi ini, ditengah perekonomian yang lesu, kucuran investasi akan membantu membangkitkan perekonomian negara.

Indonesia membutuhkan investasi dan daya saing guna menghadapi ketidakpastian ekonomi global. Maka dari itu perlu ada perbaikan aturan mengenai mekanisme, ekosistem investasi, agar dapat membawa manfaat dari berbagai pihak.

Pemerintah Indonesia di bawah kepemimpinan Presiden Joko Widodo pun telah memutuskan untuk menyatukan semua aturan-aturan yang terkait investasi ke dalam UU Omnibus Law. Sejatinya, UU Cipta Kerja ini dibuat untuk memperkuat ekonomi Indonesia.

Manfaat Undang-undang Cipta Kerja dibuat untuk membuat iklim investasi dan iklim berwirausaha masyarakat menjadi meningkat. UU Cipta memberikan dukungan untuk UMKM dalam membuat proses perijinan dengan cukup hanya melalui pendaftaran.

Para pelaku usaha akan mendapatkan manfaat yang mencakup kemudahan dan kepastian dalam mendapatkan izin usaha, pemberian hak dan perlindungan pekerja/buruh yang dapat dilakukan dengan baik akan meningkatkan daya saing dan produktivitas.

Pelaku usaha juga akan mendapatkan insentif fiskal maupun kemudahan dan kepastian pelayanan dalam rangka insvestasi, adanya ruang kegiatan usaha yang lebih luas, dan mendapatkan jaminan perlindungan hukum yang cukup kuat.

Perlu diketahui bahwa UU Omnibus Law Cipta Kerja sendiri terdiri dari beberapa klaster, antara lain penyederhanaan perizinan berusaha, persyaratan investasi, ketenagakerjaan, kemudahan dan perlindungan UMKM, serta kemudahan berusaha.

Selain itu ada pula dukungan riset dan inovasi, administrasi pemerintahan, pengenaan sanksi, pengadaan lahan, investasi dan proyek strategis nasional, dan kawasan ekonomi.

Salah satu tantangan untuk menjadi negara maju ialah berkurangnya angka pengangguran terbuka.

Saat ini kurang lebih 82 persen pekerja di Indonesia hanya lulusan Sekolah Menengah ke bawah, selain itu mereka juga berada pada kalangan menengah bawah.

Setiap tahun jutaan anak muda Indonesia juga membutuhkan lapangan pekerjaan.

Pemerintah berharap dengan adanya UU Cipta Kerja ini dapat mendorong peningkatan investasi dan memacu pertumbuhan kegiatan usaha di Indonesia sehingga dapat menciptakan banyak lapangan pekerjaan untuk masyarakat Indonesia, terutama bagi mereka yang berpendidikan menengah bawah namun ingin bekerja di sektor formal.
