Denpasar, beritaterkini.co.id – Fakta baru yang mencengangkan diungkap langsung oleh Kepala Dinas Kehutanan dan Lingkungan Hidup (Kadis KLH) Provinsi Bali, Made Teja. Menurutnya, proyek penataan Kura Kura Bali di Pulau Serangan, Denpasar Selatan, Denpasar oleh PT Bali Turtle Island Development (BTID) telah mengantongi ijin, namun di luar itu ternyata belum ada ijin lingkungan. “Untuk pembangunan kawasan sudah punya ijin lingkungan,” ungkapnya saat dikonfirmasi belum lama ini, melalui pesan singkat oleh awak media di Denpasar.
Namun di luar itu, pihaknya belum mengetahuinya, termasuk dugaan pengerukan, dan pengurugan laut yang diduga telah disertifikatkan. “Pengerukan saya belum ada yang mengajukan (ijin) yang baru,” jawabnya singkat. Secara terpisah, terkait kabar reklamasi yang dilakukan BTID, termasuk reklamasi perluasan lahan di Pelabuhan Benoa yang diduga akan mengajukan ijin lokasi dumping baru untuk membuang material atau limbah ke tengah laut, Kasatpol PP Provinsi Bali, Dewa Nyoman Rai Dharmadi mengaku belum mengetahui informasi tersebut.
“Saya belum bisa berkomentar banyak terkait itu, karena belum mengetahui kebenarannya,” ungkapnya melalui sambungan teleponnya. Kendati demikian, pihaknya bakal menyikapi informasi tersebut, dan berkoordinasi dengan instansi terkait lainnya. Sayangnya, baik pihak Pelindo maupun BTID belum bisa dikonfirmasi terkait kabar tersebut. Namun diketahui sebelumnya, Presiden Direktur PT Bali Turtle Island Development (BTID) Tuti Hadiputranto mengaku di KEK Kura-kura Bali akan dibangun sekolah internasional, hotel, kawasan kebugaran, hingga marina sebagai lokasi kapal bersandar. Ia malah berharap pemerintah terus mendukung pembangunan kawasan tersebut, sehingga sejalan dengan peta jalan Ekonomi Kerthi Bali.
“Kami terus mengundang para investor untuk melakukan penanaman modal di kawasan Kura-kura Bali, khususnya investasi yang berkelanjutan, baik pada sektor pendidikan, kesehatan dan kebugaran, dan tentu saja pada sektor pariwisata termasuk marina dan resort,” katanya singkat. Seperti diberitakan sebelumnya, BTID melakukan penataan proyek Kura-Kura Bali. Tokoh Desa Adat Intaran, I Made Arjaya menuturkan, kalau hasil dredging (pengerukan) itu semuanya akan dibagikan ketiga desa adat (Desa Adat Intaran, Sidakarya dan Serangan), maka tidak akan kebagian ke dia (Luhut, red) BTID.
“Kan BTID iye ngelah (dia punya, red). Mohon maaf, karena masih laut yang disertifikatkan. Makanya anggon ngurug to (dipakai urug laut yang disertifikatkan, red). Kalau ada 3 juta meter kubik, maka Luhut gak kebagian dia. Bukan dipakai menata lagi, tapi dipakai mengurug laut yang tidak disertifikatkan. Itu masih laut yang disertifikatkan, tapi belum diurug itu dan masih laut,” ungkap Arjaya. Belum lama ini, mantan Ketua Komisi I DPRD Bali itu, membongkar isu laut yang sudah disertifikatkan tersebut tidak bisa diurug sebelumnya, akibat izin yang diajukan kepada Walikota Denpasar, Ida Bagus Rai Dharma Wijaya Mantra dikatakan tidak mau ditandatangani.
“Tapi saat detik-detik terakhir menjelang lengser tidak tahu apa penyebabnya malah ditandatangani. Akhirnya ke luar laut yang sudah disertifikatkan. BPN tidak bisa mengeluarkan sertifikat jika tidak ditandatangani Walikota Pak Rai,” bebernya. Sayangnya, baik pihak BTID dan Menko Marves, maupun mantan Walikota Rai Mantra belum bisa diminta klarifikasi terkait isu pengurugan laut yang sudah disertifikat itu, sampai berita ini diturunkan. Perlu diketahui, mega proyek BTID yang ditetapkan Pemerintah Pusat sebagai Kawasan Ekonomi Khusus (KEK) nyaris tanpa sorotan.
Proyek seluas sekitar 500 hektar dengan investasi mencapai Rp104 triliun itu, kabarnya direncanakan bangun sekolah international, resort, dan pelabuhan marina. Tetapi nyatanya menurut Akademisi Unud yang juga Koordinator Program Studi Doktor Pariwisata Fakultas Pariwisata Unud, Prof.Dr.Drs. I Nyoman Sunarta, M.Si., menuding kehadiran KEK BTID tidak menguntungkan untuk Bali, apalagi orang lokal Bali terutama desa adat tidak akan mendapatkan manfaat apapun. “Saya pertanyakan investasi boleh besar, terus orang lokal dapat apa? Jangan jadikan Bali tuh hanya objek saja. BTID itu harus hati-hati, saya lihat dia sudah membangun politik, BTID sudah berbeda sekarang tidak lagi berpikir mice pariwisata Bali,” ujarnya.
Prof. Sunarta yang pernah menjabat Dekan Fakultas Pariwisata Unud periode 2019-2022 ini membeberkan, sejatinya orang lokal di Bali adalah subjek bukan objek, apalagi KEK BTID tersebut ada di wilayah desa adat dan anehnya KEK tersebut tidak ada kontribusi apapun untuk desa adat. Karena itu, Prof. Sunarta pun mempertanyakan KEK BTID tersebut feed back untuk Bali apa? “Sebab dia (KEK BTID, red) tidak ada kontribusi apapun untuk warga lokal maupun Bali, apalagi masuk ke wilayah KEK tersebut sangat sulit seperti ada yang ditutupi,” sentilnya.
Di sisi lain, Wahana Lingkungan Hidup Eksekutif Daerah Bali (Walhi Bali) yang biasanya getol dan habis-habisan berjuang menolak proyek reklamasi dan pembangunan yang merusak lingkungan sepertinya “tutup mata” dengan mega proyek BTiD yang sempat berhembus kabar angin akan kembali melakukan pengurukan alias reklamasi lahan di kawasan Pulau Serangan. 021/002
