Bappenas Sampaikan Perlu Investasi Rp226,4 triliun untuk Mengembangkan Korporasi Petani dan Nelayan

Di masa pandemi ini, dimana berbagai sektor mengalami penurunan, namun untuk sektor pertanian masih mengalami pertumbuhan bahkan menyumbang pertumbuhan ekonomi nasional tertinggi.
Di kuartal kedua, sektor pertanian tumbuh positif sebesar 16,24%. Pertumbuhan ini perlu dipertahankan untuk meningkatkan kesejahteraan petani dan juga nelayan.
Menteri Perencanaan Pembangunan Nasional (PPN)/Kepala Bappenas pagi ini mengikuti Rapat Terbatas yang dipimpin oleh Presiden Joko Widodo mengenai Korporasi Petani dan Nelayan dalam Mewujudkan Transformasi Ekonomi secara virtual, pada Hari Selasa, 6 Oktober 2020.
Dalam Ratas ini Presiden menyampaikan bahawa petani dan nelayan perlu di dorong untuk membentuk sebuah kelompok besar dan sebuah korporasi.
“Sekali lagi saya ingatkan bahwa petani dan nelayan ini perlu didorong untuk berkelompok dalam jumlah besar dan sebuah korporasi sehingga memiliki ekonomic skill sehingga diperoleh skala ekonomi yang efisien yang bisa mempermudahkan petani dan nelayan dalam mengakses pembiayaan, membangun informasi, mengakses teknologi, meningkatkan efisiensi, dan memperkuat pemasarannya. Pola pikir juga perlu berubah tidak hanya berpikir on farm tapi juga off farm,” ujar Presiden saat memberikan kata sambutan Ratas pagi ini.
Presiden Joko Widodo menekankan untuk semua pihak agar dapat segera mewujudkan korporasi petani di satu atau dua provinsi, jika korporasi ini berjalan dengan baik maka dapat dijadikan contoh untuk provinsi lainnya.
Korporasi Petani menjadi salah satu arah kebijakan dalam RPJMN 2020 -2024 berdasarkan Perpres 18/2020. Arah kebijakan ini menjadi major porject untuk penguatan jaminan usaha serta 350 korporasi petani dan nelayan.
“Badan usaha yang dimiliki oleh petani, dimana saham mayoritas dimiliki oleh petani, dengan luasan lahan usahatani 1.000- 5.000 ha” ungkap Menteri Suharso usai mengikuti Ratas.
Momentum Transformasi Digital juga akan membantu korporasi petani dan korporasi nelayan dalam mengembangkan korporasi berbasis digital. Korporasi petani berbasis digital menghubungkan langsung antara petani dan pasar, sehingga dapat meningkatkan pendapatan petani ataupun nelayan.
Untuk meningkatkan produtivitas dan nilai tambah komoditas pertanian melalui korporasi petani, secara keseluruhan membutuhkan investasi sebesar Rp226,4 triliun. Investasi tersebut menjadi indikasi awal kebutuhan pendanaan korporasi petani tahun 2020 – 2024.
Tindak lanjut berikutnya, Menteri menyampaikan Bappenas akan menyusun Peta Jalan Korporasi Petani dan Nelayan tahun 2020 – 2030 yang terdiri dari penjabaran dari upaya pencapaian Visi Indonesia 2045, SDG’s 2030, dan RPJMN 2020-2024 dan Peta Jalan memuat target, integrasi kegiatan antar pelaku, dan sumber pembiayaan di dalam pengembangan Korporasi Petani dan Nelayan.
