Selamat pagi,
Salam sejahtera bagi kita semuanya.
Yang saya hormati Bapak Wakil Presiden,
Bapak-Ibu sekalian yang saya hormati.
Hari ini kita akan berbicara mengenai percepatan penyerapan garam rakyat.
Dari laporan yang saya terima, dua permasalah utama yang kita hadapi yang terkait dengan penyerapan garam rakyat adalah, satu, ini masih rendahnya kualitas garam rakyat sehingga tidak memenuhi standar untuk kebutuhan industri.
Ini harus dicarikan jalan keluarnya.
Kita tahu masalahnya tapi enggak pernah dicarikan jalan keluarnya. Kemudian data per 22 September, data yang diterima, masih 738 ribu ton garam rakyat yang tidak terserap oleh industri kita.
Ini agar dipikirkan solusinya sehingga rakyat garamnya bisa terbeli.
Dan yang kedua, masih rendahnya produksi garam nasional kita sehingga kemudian cari yang paling gampang, yaitu impor garam. Ya dari dulu gitu-gitu terus dan enggak pernah ada penyelesaian.
Sebagai contoh, dari kebutuhan garam nasional di tahun 2020 sebanyak 4 juta ton per tahun dan produksi garam nasional kita baru mencapai 2 juta ton. Akibatnya, alokasi garam untuk kebutuhan industri masih tinggi, yaitu 2,9 (juta) ton.
Saya kira ini langkah-langkah perbaikan harus kita kerjakan, mulai pembenahan besar-besaran pada supply chains mulai hulu sampai hilir.
Sekali lagi, pertama, perhatikan ketersediaan lahan produksi. Percepat integrasi dan ekstensifikasi lahan garam rakyat yang ada di sepuluh provinsi produsen garam, ini harus betul-betul diintegrasikan, harus terintegrasi dan ada ekstensifikasi.
Kemudian yang kedua, tadi di depan juga saya sampaikan, mengenai harus ada upaya betul untuk produktivitas dan kualitas garam rakyat kita.
Artinya penggunaan inovasi teknologi produksi terutama washing plant harus betul-betul kita kerjakan, sehingga pascaproduksi itu betul-betul bisa memberikan ketersediaan, terutama dalam gudang penyimpanan.
Saya rasa itu mungkin yang bisa saya sampaikan sebagai pengantar. Sekali lagi, persiapan pengembangan hilirisasi industri garam harus betul-betul dikerjakan, dengan kemudian mengembangkan industri turunannya.
