Pacuan Kuda No. 2 Arcamanik-Bandung, turut hadir Kepala Unit Pelaksana Teknis se-Bandung Raya, Forkopinda Kecamatan Arcamanik.
Selain Sarana Asimilasi dan Edukasi (SAE), Imam didaulat menandatangani Prasasti Mesjid Nurul Jannah Lembaga Pemasyarakatan Perempuan Kelas IIA Bandung serta Penyerahan Kartu Tanda Anggota (KTA) POLSUSPAS oleh Kepala Sub Direktorat Satpam Polsus Dit Binmas Kepolisian Daerah Jawa Barat AKBP Sunarya kepada Kepala Lapas Perempuan Kelas IIA Bandung.
Dalam Laporannya Kepala Lembaga Pemasyarakatan Perempuan Kelas IIA Bandung Putranti Rahayu melaporkan bahwa kegiatan Pembinaan ini adalah kegiatan yang diselenggarakan untuk meningkatkan kualitas kepribadian dan kemandirian Narapidana dan Anak Binaan.
Pelaksanaan pembinaan kepada narapidana dalam upaya memulihkan kesatuan hubungan hidup kedhidupan dan penghidupan narapidana sangatlah penting dilakukan, keduanya harus berjalan dengan seimbang, ini merupakan hal-hal pokok yang menunjang narapidana mudah dalam menjalani kehidupannya baik selama dan setelah selesai menjalani masa pidananya.
Harapan masyarakat luar juga semakin tinggi agar pembinaan di Lapas yang mampu mencetak narapidana yang terampil dan produktif. Oleh karenanya dibutuhkan berbagai upaya agar pelaksanaan pembinaan kepada warga binaan pemasyarakatan dapat berjalan optimal.
Direktur Pembinaan Narapidana dan Latihan Kerja Produksi Direktorat Jenderal Pemasyarakatan Hendra Ekaputra dalam sambutannya menyampaikan “Saya yakin dengan SAE LPP Bandung WBP yang nanti keluar dapat diterima oleh masyarakat dan betguna bagi masyarakat sekitarnya”.
Kepala Kantor Wilayah Imam Suyudi dalam sambutannya menyampaikan Sistem Pemasyarakatan merubah kondisi narapidana melalui proses pembinaan dan memperlakukan dengan sangat manusiawi melalui perlindungan hak-hak narapidana, seperti tercantum dalam Pasal 5 UU Pemasyarakatan yang menyatakan bahwa sistem pembinaan pemasyarakatan dilaksanakan berdasarkan azas pengayoman, persamaan perlakuan dan pelayanan, pendidikan, pembimbingan, penghormatan harkat dan martabat manusia, kehilangan kemerdekaan merupakan satu-satunya penderitaan dan terjaminnya hak untuk tetap berhubungan dengan keluarga dan orang-orang tertentu.
Proses Pembinaan Narapidana di Lembaga Pemasyarakatan dibagi dlam 3 tahap yaitu :
Pembinaan tahap awal dimulai sejak terpidana berstatus narapidana sampai dengan 1/3 masa pidana.
Pembinaan tahap lanjutan sejak berakhirnya pembinaan tahap awal sampai 2/3 masa pidana.
Pembinaan tahap akhir meliputi perencanaan dan pelaksanaan dan pengakhiran pelaksanaan pembinaan tahap akhir.
Asimilasi dilaksanakan dalam beberapa bentuk yaitu :
Kegiatan pendidikan
Latihan ketrampilan
Kegiatan kerja sosial
Pembinaan lainnya di lingkungan masyarakat.
Selain itu juga asimilasi dapat dilaksanakan secara mandiri atau dengan pihak ketiga. Berdasarkan hal tersebut di atas Lapas Perempuan Bandung berperan aktif membangun sebuah sistem sebagai sarana peningkatan kualitas hidup dan penghidupan Warga Binaan melalui proses pendidikan, pemulihan fungsi sosial dan pembekalan ketrampilan baik ketrampilan lifeskill, soft skill maupun hard skill melalui sarana pembinaan kepribadian dan kemandirian yang dikemas dalam sebuah sistem SAE (Sarana Asimilasi dan Edukasi) di Lapas Perempuan Bandung diantaranya :

SAE LPP Bandung terdiri dari Budidaya Tanaman Hias, Buah dan Sayur, Komunitas Lukis, Komunitas Jahit dan Komunitas Tata Boga. Setelah itu, rombongan meninjau fasilitas SAE LPP Bandung. Pada kesempatan yang sama diserahkan Lukisan dan Kerajian kepada Hendra Ekaputra dan Yana Mulyana.
Ini adaah upaya mendekatkan diri WBP kepada masyarakat, kita berharap mereka yang telah menjalani masa hukuman bisa lebih produktif ketika mereka suatu waktu bisa kembali ke tengah-tengah masyarakat.
