Menteri Perencanaan Pembangunan Nasional (PPN)/Kepala Bappenas Suharso Monoarfa menjadi pembicara dalam The 5th Planocosmo International Conference 2020 melalui video konferensi, pada hari Rabu, 21 Oktober 2020.
Konferensi ini mengangkat tema “Infrastructure For All: Smart, Inovative, Inclusive”, menurut Menteri tema tersebut sangat relevan dengan apa yang dikerjakan oleh Bappenas.
“Berkaitan dengan tema tersebut, saya akan menggunakan kesempatan ini untuk mengkomunikasikan tantangan dan rencana terkait tema serta menyikapi situasi yang sedang kita hadapi saat ini, yaitu Pandemi Covid-19,” ujar Menteri dalam kata sambutannya.
Berdasarkan data dari Badan Pusat Statistik (BPS) diperkirakan tahun 2045 penduduk Indonesia akan meningkat 63,8 juta dan diperkirakan 67,1% penduduk akan tinggal di kota.
Menteri menggambarkan kondisi negara-negara Asia Timur, dimana setiap satu persen peningkatan populasi perkotaan akan berkolerasi pada peningkatan pendapatan per kapita sebesar 2,5% – 3% per tahun.
Namun, Menteri sangat menyayangkan pertambahan satu persen penduduk di perkotaan di Indonesia, hanya meningkatkan pendapatan per kapita sebesar 1,4%.
“Dengan pemikiran tersebut, kita harus berhati-hati dalam melakukan pembangunan kawasan perkotaan, termasuk kawasan metropolitan, sehingga yang menjadi sumber kendala dalam pembangunan perkotaan dapat diidentifikasi dan diantisipasi,” ungkap Menteri.
Dalam menghadapi masalah strategis di daerah perkotaan, maka penting untuk menjadikan urbanisasi lebih inklusif dan memastikan semua warga memiliki akses yang baik ke layanan dasar seperti sanitasi, sumber air bersih, jaringan internet. Di masa pandemi ini, pembangunan perkotaan dan pembangunan kawasan kumuh sangat dibutuhkan.
Saat ini, sebesar 20% penduduk perkotaan tinggal di kawasan kumuh dengan akses ke layanan dasar yang terbatas.
Menteri menyebutkan bahwa visi Indonesia 2045 adalah membangun kota berkelanjutan dengan tiga pilar yang sejalan dengan SDG’s pilar yakni sosial, ekonomi, dan lingkungan.
Untuk mewujudkan visi pembangunan perkotaan yang berkelanjutan, pembangunan infrastruktur pada tahun 2020-2024 akan memberikan dukungan dalam peningkatan penyediaan layanan dasar, mendukung pembangunan ekonomi, menjawab kebutuhan perkotaan, memperluas akses dan keterjangkauan energi, serta melaksanakan rencana transformasi digital.
“Untuk mempercepat transformasi digital, Rencana Pita Lebar Indonesia sedang dalam tahap implementasi, rencana tersebut antara lain pembangunan dan perluasan infrastruktur teknologi informasi dan komunikasi,” imbuh Menteri.
Saat ini infrastruktur jaringan Backbone fiber optik telah menghubungkan 514 kabupaten/kota dan telah menghasilkan akses jaringan telekomunikasi berkecepatan tinggi.
Untuk memperkuat landasan dalam penerapan prinsip kota pintar, maka akan didirikan Pusat Data Nasional. Pengembangan kota pintar direncanakan untuk mendukung kegiatan ekonomi dan memperkuat penanggulangan bencana.
Menteri berharap melalui acara ini, bukan hanya membicarakan tentang teknologi ini, namun juga pendekatan yang lebih komprehensif dalam pemecahan masalah untuk menciptakan solusi yang lebih baik.
“Saya berharap konferensi ini dapat membantu kita membangun landasan yang lebih baik untuk bekerja sama dan berkolaborasi dalam menyelesaikan masalah yang kita hadapi dan berbaris menuju tujuan bersama kita: menciptakan kota yang berkelanjutan untuk semua,” tutup Menteri. (Red/Aj)
