Lampung Timur, Beritaterkini.co.id –Lembaga Komite Aksi Masyarakat dan Pemuda Untuk Demokrasi (KAMPUD) telah melaporkan dugaan Kolusi, Korupsi dan Nepotisme (KKN) terkait pengelolaan PT. Bank Pembiayaan Rakyat Syariah (BPRS) Lampung Timur (BUMD) ke Kejaksaan Tinggi Lampung, pasalnya pihak Direksi PT BPRS Lamtim diduga telah merugikan sektor pendapatan asli daerah (PAD) Pemerintah Daerah (Pemda) Kabupaten Lampung Timur, dimana pihak Direktur Utama, Direktur, Komisaris Perseroan, dalam melaksanakan tugas dinilai tidak menerapkan prinsip-prinsip yang mendasari suatu proses dan mekanisme pengelolaan perusahaan berlandaskan Peraturan perundang-undangan dan etika berusaha (Good Corporate Governance/GCG).
Demikian disampaikan oleh Ketua DPD KAMPUD Lampung Timur, Fitri Andi dalam keterangan persnya di Sukadana pada Selasa (18/1/2022).
Fitri Andi mengutarakan bahwa ditinjau dari dasar hukum yang digunakan dalam tahun buku dan penggunaan laba 2017 melalui Rapat umum Pemegang Saham (RUPS) Perseroan Terbatas (PT) BPRS yang dilaksanakan pada tanggal 7 Maret 2018 bertempat di Kantor Dinas Bupati Lampung Timur, berpedoman kepada peraturan yang sudah dicabut dan atau tidak berlaku lagi.
“Peraturan Menteri Dalam Negeri (Permendagri) No 22 Tahun 2006 tentang pedoman pengelolaan BPR milik Pemerintah yang menjadi dasar managemen PT BPRS Lamtim telah dicabut dan tidak berlaku lagi, sementara pedoman peraturan yang berlaku seharusnya menggunakan dan/atau berdasarkan kepada Peraturan Menteri Dalam Negeri (Permendagri) Nomor 94 Tahun 2017 tentang pengelolaan Bank Perkreditan Rakyat milik Pemerintah Daerah yang diundangkan sejak 2 Oktober 2017, dalam BAB XV ketentuan penutup, Pasal 92 menyebutkan : Pada saat Peraturan Menteri ini berlaku, Peraturan Menteri Dalam Negeri Nomor 22 Tahun 2006 tentang pedoman pengelolaan BPR, dicabut dan dinyatakan tidak berlaku. Pasal 93 menyebutkan : Peraturan Menteri ini mulai berlaku pada tanggal diundangkan”, tegas Ketua DPD KAMPUD Lamtim.
Dia juga menambahkan dengan diundangkannya Permendagri Nomor 94 Tahun 2017 tentang pengelolaan Bank Perkreditan Rakyat Milik Daerah sejak tanggal 02 Oktober 2017 jauh sebelum tahun buku dan penggunaan laba 2017 dalam RUPS PT. BPRS Lampung Timur dilaksanakan yaitu pada tanggal 07 Maret 2018 namun tahun buku dan penggunaan laba RUPS PT. BPRS Lampung Timur tetap berpedoman kepada Permendagri Nomor 22 Tahun 2006.
“Permendagri nomor 22 tahun 2006 telah dicabut dan tidak berlaku lagi, kondisi ini disinyalir terjadi pada laporan tahun buku dan penggunaan laba di Tahun 2017, 2018 dan 2019, dan menghasilkan keputusan yang berpotensi merugikan PAD Pemerintah Daerah Lampung Timur. Selain itu, PT. BPRS Lampung Timur terindikasi tidak melaksanakan tanggungjawab sosial dan lingkungan/corporate social responsibility yang dihitung sebesar 3% dari laba setiap tahun buku, parahnya lagi ada pernyataan sejumlah karyawan perusahaan bahwa penerimaan gaji mereka tidak sesuai dengan ketentuan dan diduga dipotong pihak Direksi”, tandas Andi.
Seperti diketahui terkait adanya dugaan KKN di PT BPRS Lampung Timur Lembaga KAMPUD telah melayangkan laporan resmi ke Kejati Lampung dan Kantor Otoritas Jasa Keuangan (OJK) kemudian atas dasar laporan tersebut tim Kejati Lampung melakukan pemeriksaan kepada sejumlah pihak, bahkan pihak OJK juga telah memeriksa ihak direksi PT BPRS Lamtim dan mengeluarkan surat tanggapan yang ditujukan kepada Lembaga KAMPUD, oleh karena itu, pihaknya mendesak kepada Pemerintah Daerah Kabupaten Lamtim untuk mengevaluasi direksi PT BPRS Lamtim.
“Kami meminta Kepada Bupati dan Wakil Bupati Lampung Timur untuk mengevaluasi terhadap pengelolaan PT BPRS Lampung Timur oleh Direksi”, desak sosok yang karib disapa Andi.
Sebelumnya DPD KAMPUD Kabupaten Lamtim telah menyampaikan desakannya dengan menggelar agenda aksi massa/demonstrasi di depan Kantor Bupati Lampung Timur dan dilanjutkan menyampaikan orasi di Kantor Kejaksaan Negeri (Kejari) setempat pada Senin (10/1/2022) dengan treatikal membakar keranda mayat.
Sementara Kepala Seksi Intelijen (Kasintel) Kejari Lamtim, M. Qodri mengatakan bahwa pihaknya akan melakukan koordinasi internal terhadap dorongan dari Lembaga KAMPUD.
