Batasi Masuk Pesisir Kura Kura Bali, Warga Desa Adat Serangan Kecam PT BTID

Rapat pertemuan yang dimediasi Dinas Kelautan dan Perikanan Provinsi Bali, diketahui hanya dihadiri beberapa perwakilan warga dan tokoh dari Desa Serangan yang hadir.

Denpasar, beriterkini.co.id – Rapat pembahasan atas pemanfaatan ruang darat dan laut di proyek areal reklamasi Kura Kura Bali, Desa Adat Serangan, Denpasar Selatan (Densel), diduga menimbulkan persinggungan antara perwakilan warga Desa Adat Serangan dan PT Bali Turtle Island Development (BTID), yang tampak tidak harmonis. Jro Bendesa Desa Pakraman Serangan I Made Sedana langsung protes untuk menanggapi atas eksklusivitas keberadaan PT BTID di wilayah Desa Serangan. Ia tidak menampik warga Desa Adat Serangan telah gerah atas eksklusivitas di Pantai Kura-Kura Bali, karena diduga terdapat pembatasan aktivitas masyarakat setempat. “Masak masyarakat Desa Adat Serangan tidak dilibatkan (rapat) ini kenapa dan ada apa? Semestinya rapat ini diadakan di Serangan, sehingga banyak masyarakat yang bisa hadir dan mendengarkan. Yang tadi datang ada dari warga nelayan kelompok rumput laut dan terumbu karang, bukan semua warga Desa Adat Serangan,” kata Jro Bendesa Desa Pakraman Serangan, I Made Sedana, Selasa (12/9) kemarin.

Melalui rapat pertemuan yang dimediasi Dinas Kelautan dan Perikanan Provinsi Bali, diketahui hanya dihadiri beberapa perwakilan warga dan tokoh dari Desa Serangan yang hadir. Diungkapkan Jro Made Sedana bahwa warganya hanya beberapa yang diberikan akses untuk mencari nafkah ke pesisir, sehingga adanya pembatasan oleh PT BTID selama ini harus dipikirkan jalan keluarnya dan segera dituntaskan. Selain itu, petugas keamanan dari PT BTID beberapa di antaranya ada dari warga Desa Adat Serangan, mestinya untuk masuk ke pantai tidak perlu menyetor KTP, mereka pun sudah tahu masa orang lokal dan luar Desa Adat Serangan. “Benar sekali (soal eksklusivitas-red), yang dirasakan masyarakat kami benar adanya seperti itu sampai hari ini. Kami pun masuk ke sana (perairan Serangan) terbatas. Bahkan, setiap panen (rumput laut dan terumbu karang) pun ada yang memakai perahu dengan berkeliling, kalau tangkapan panen yang kecil-kecil warga pakai motor. Untung juga masyarakat Serangan kebanyakan bisa berenang, nah kalau tidak bisa berenang siapa yang bertanggung jawab kalau ada musibah di perairan? Harmonisasi ini harus diupayakan bersama,” tegasnya.

Dipaparkan Jro Made Sedana bahwa warganya dihadang memakai portal sehingga tidak bisa menuju ke pantai, apalagi pantai diketahui bersama merupakan milik negara. “Bahkan, masyarakat kami ingin mandi saja sampai ke luar daerah, seperti ke Sanur hingga Kuta. Masyarakat atau nelayan yang mau masuk itu harus dicatat dahulu. Semisal dari individu masyarakat kami berusaha dan usahanya tidak jalan, kan mereka bisa menjadi nelayan. Nah, nelayan inilah harus melapor dulu Pak, kalau gak punya kartu identitas dia tidak bisa masuk pantai, hal penerapan kartu untuk masuk terjadi sejak sebelum adanya Covid-19. Peristiwa ini, pemerintah supaya memperhatikan rakyat dan jangan memperhatikan PT saja,” sambungnya. Sedangkan, mengenai PT BTID yang memohon Kesesuaian Kegiatan Pemanfaatan Ruang Laut (KKPRL) untuk pemeliharaan dan pengamanan pantai, sehingga dapat memadukan darat dan laut menjadi satu kesatuan yang kompak untuk kegiatan usaha pariwisata. Hal tersebut disoroti Jro Sedana, yang justru khawatir masyarakatnya dapat diusir bila izin KPPRL diterbitkan.

“Terhadap stakeholder swasta dan pemerintah, harus mensosialisasikan aturan dan Undang-undang, mana yang boleh dan tidak boleh oleh nelayan kami. Sehingga apa yang diinginkan bersama dapat terakomodir. Apalagi ini menyangkut orang banyak mengenai pengelolaan di pinggir pantai. Kami ingin mempelajari dahulu apa yang diajukan BTID, sehingga nanti agar desa yang dapat mengajukan izin tersebut, atau sama-sama bersinergi,” katanya. Lurah Serangan I Wayan Karma, S.IP., MH., mengatakan karena keluhan eksklusivitas PT BTID diduga kerap membuat masyarakat Serangan yang didominasi bekerja sebagai nelayan mengalami kendala melintasi areal pesisir di sekitar PT BTID. “Supaya masalah ini menuju harmonis antara warga masyarakat Serangan dan PT BTID,” ucapnya. Dipaparkan Zakki Hakim selaku Kepala Komunikasi dan Hubungan Masyarakat PT BTID bahwa pertemuan rapat ini diakuinya undangan dari Dinas Kelautan dan Perikanan Provinsi Bali, di mana PT BTID dan warga Desa Adat Serangan duduk bersama untuk mencari jalan keluar.

“Jadi selama ini kami memberikan akses masuk kepada nelayan, petani terumbu karang dan rumput laut. Sejauh ini ada 400-an yang terdaftar termasuk warga Serangan yang melakukan aktivitas. Tentu di perjalanan ada perbaikan fasilitas atau proyek, kami melakukan pengaturan demi kenyamanan dan keamanan bagi kedua belah pihak masuk ke Kawasan Ekonomi Khusus (KEK) Kura-kura Bali. Selama ini juga kami berkomunikasi dengan kepala-kepala kelompok, kepala lingkungan, dan kelian adat/banjar. Kami bicarakan lagi untuk mencari jalan tengahnya,” diiyakan Deputi GM Bidang Lisensi dan Litigasi, Agung Buana. Zakki mengatakan mengenai member kartu masuk bagi nelayan, dinilai karena PT BTID ini ada tempat bebas dan umum.

“Tapi, ada daerah proyek tertentu yang kalau masuk harus meninggalkan KTP, nah kalau nelayan isi membawa KTP tentu dikhawatirkan basah dan takut hilang. Kartu itu juga untuk menjaga keselamatan, namanya masyarakat kalau melaut masuk lewat wilayah kawasan, kalau terjadi sesuatu menjadi cepat tahu siapa yang tadi masuk sebelumnya. Mengenai wacana eksklusivitas, mungkin bukan eksklusivitas ya, jadi kami sedang melakukan pembukaan bertahap. Kalau investor semakin cepat masuk ke KEK, tentu akan semakin terbuka untuk kawasan umum lainnya. Karena hasik panen belakangan agak menurun belakangan nelayan panen dan mengangkut hasil panennya pakai motor. Sebanyak 53 persen pekerja BTID itu berasal dari warga Desa Serangan,” tegasnya.

Sementara mengenai KPPRL, lanjut Zakki bahwa masih dalam penjajakan untuk dipelajari. “KPPRL ini buat kami juga hal baru, kami juga mempelajari. Kami mohon waktu untuk mempelajari,” tegas Zakki. Di lain sisi, Ketut Sudana salah satu nelayan asal Serangan di hadapan rapat, ia mengutarakan supaya ke depan ada akses melintas untuk melaut para nelayan Serangan. “Saya ini sebagai nelayan, mari kita bersatu masyarakat semua. Jangan nge-blonk-blonk dengan masyarakat tertentu, saya hanya ingin akses jalan masuk melaut saja,” tegasnya. Nyoman Turut sebagai Kepala Lingkungan (Kaling) Banjar Tengah Serangan mempertanyakan semasih PT BTID belum bergerak membangun, apakah masyarakat Serangan tidak dapat masuk dan mencari makan di sekitar areal perairan?

“Masyarakat sekarang butuh kepastian, supaya tidak terkena hukum Pak. Masyarakat ingin tentunya maju, apalagi Pulau Serangan ini airnya mengalami masalah tidak jernih. BTID juga supaya memiliki kebijakan, terlebih warga masyarakat kami didominasi sebagai nelayan. Siapapun yang berkepentingan di Serangan, mari bergandengan tangan,” katanya. Kepala Dinas Kelautan dan Perikanan Provinsi Bali Ir. Putu Sumardiana, MP., di sela-sela rapat menegaskan bahwa pertemuan dengan masyarakat Serangan dan PT BTID, untuk menemukan kesamaan persepsi dan kesepakatan bersama di lapangan, sehingga tidak ada lagi warga masyarakat Serangan yang mengalami kendala selama melaut atau beraktivitas. “Supaya kegiatan PT BTID memberikan dampak yang seimbang kepada masyarakat,” ucapnya singkat. 021/002
