Presiden saat akan memberikan arahan di Posko Penanganan Covid-19 Provinsi Aceh, Selasa (25/8/2020).
Presiden Joko Widodo (Jokowi) mengingatkan kembali bahwa ancaman Covid-19 belum berakhir sehingga manajemen krisis betul-betul dilakukan jika ingin membuka wilayah.
Menurut Presiden, ada 3 tahapan dalam membuka sebuah wilayah, sebagaimana disampaikan pada saat melakukan peninjauan Posko Penanganan Covid-19 Provinsi Aceh, Selasa (25/8), yakni sebagai berikut:
Pertama, prakondisi ini dilakukan terlebih dahulu jangan langsung dibuka. ”Entah mau membuka tempat wisata atau mau membuka di sebuah sektor tertentu,” ujar Presiden.
Kedua, cari timing yang pas dan tepat betul. ”Jangan tahu-tahu besok pagi dibuka misalnya. Ada timing-nya, ada kalkulasinya,” kata Presiden.
Ketiga, prioritas sektor yang akan didahulukan. ”Yang memiliki risiko paling rendah buka dulu, yang memiliki risiko paling tinggi buka nanti yang paling akhir atau enggak usah dibuka terlebih dahulu,” ujarnya.
Kalau ini secara ketat dikerjakan, Presiden sampaikan angka kasus di Provinsi Aceh ini akan terus bisa diperkecil dan kemudian hilang dari Provinsi Nanggroe Aceh Darussalam.
Masalah Ekonomi
Pada kesempatan itu, Presiden juga mengingatkan selain masalah kesehatanuntuk tidak melupakan masalah ekonomi. ”Ini gas dan remnya harus dikendalikan betul oleh Pak Gubernur dan seluruh jajarannya.
Karena memang semua negara mengalami produksi terganggu, supply terganggu, demand terganggu, semuanya terganggu, semuanya. Produksi, permintaan, supply, semuanya terganggu,” jelas Presiden.
Oleh sebab itu, Presiden sampaikan ekonomi Indonesia memang berada pada posisi yang tidak baik, tetapi semua negara juga mengalami, apalagi negara-negara yang melakukan lockdown ekonominya sampai minus 17%, minus 21%, minus 20%.
”Kita alhamdulillah di kuartal pertama kemarin berada di posisi 2,97%, tapi di kuartal II karena kita melakukan PSBB, kita jatuh di minus 5,3%. Kita harapkan di kuartal III ini insyallah kita harus lebih naik dari kuartal yang pertama sehingga ekonomi kita bisa kita ungkit untuk naik kembali,” katanya.
Untuk itu, Presiden minta yang berkaitan dengan bantuan sosial, stimulus ekonomi agar dicek oleh Gubernur, Bupati, dan Wali Kota.
Kepala Negara menyebutkan contoh seperti bansos yang dibayar lewat BLT desa, bansos tunai, PKH, BPNT untuk sembako, subsidi listrik yang digratiskan 450 VA betul-betul di lapangan benar enggak.
”Mengenai banpres produktif yang kita berikan kepada usaha mikro dan kecil sebesar Rp2400.000 langsung ke rekening-rekening mereka.
Kita berikan kepada 12 juta pelaku usaha dari Sabang sampai Merauke, dari Miangas sampai Pulau Rote, semuanya diberikan sebanyak 12 juta pelaku usaha mikro dan kecil,” jelasnya seraya berharap bisa menjadi stimulus ekonomi agar pertumbuhan ekonomi normal kembali.
Di bagian akhir, Presiden minta agar angka 1.241 dicegah jangan sampai bertambah lagi dengan diisolasi.
”Memang strategi yang paling pas dari beberapa provinsi, kabupaten/kota yang melakukan adalah strategi intervensi berbasis lokal, strategi intervensi berbasis lokal.
Jadi PSBB di tingkat kampung, PSBB di tingkat desa itu yang paling gampang dikelola manajemennya,” pungkas Presiden.
Turut hadir dalam agenda tersebut KSP Moeldoko, Menteri BUMN Erick Thohir, Kepala BNPB Doni Monardo, dan Plt. Gubernur Aceh Nova Iriansyah.
