LAMPUNG SELATAN, WWW.BERITATERKINI.co.id-Pemilihan kepala daerah (Pilkada) pada Desember 2020 mendatang diharapkan dapat mewujudkan demokrasi yang damai, langsung, umum, bersih, jujur dan adil (luber dan jurdil).

Dalam situasi di tengah wabah pandemi Covid-19 yang sedang melanda Indonesia tentunya menjadi tantangan baru bagi Penyelenggara khususnya Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu) untuk mewujudkan demokrasi yang dicita-citakan masyarakat. Maka harus didukung semua pihak agar Pilkada mendatang dapat berjalan dengan baik, lancar dan damai.

Patut diperhatikan oleh seluruh elemen masyarakat agar Pilkada berjalan baik. Seperti sejumlah temuan yang telah dilaporkan ke Bawaslu oleh warga terkait dugaan pelanggaran oknum ASN menyikapi sebuah acara bakal calon kepala daerah yang akan maju pada kontestasi mendatang. Salah satunya yaitu kabar berita tentang beredarnya surat undangan atas nama Pemerintah Kabupaten Lampung Selatan (Lamsel), Kecamatan Natar yang ditujukan kepada Kepala Desa, KUPT, Korluh, Korwil se-Kecamatan Natar, Lamsel, tertanggal 11 September 2020, dengan nomor surat ; 005/179/VII.01/2020 perihal undangan angkonan muakhi Nanang Ermanto.

Hal tersebut mendapat tanggapan dari Muhammad Ridho, SH, MH, yang menilai bahwa acara Nanang Ermanto tersebut cenderung bersifat pribadi dan di luar acara kedinasan atau Pemerintah.

“Yang bersifat PRIBADI akan lebih dominan, daripada program Pemkab Lamsel sendiri, adapun surat tersebut di tandatangani oleh Camat Natar. Jangan sampai hal-hal seperti ini luput dari pengawasan Bawaslu dan ornamen-ornamen masyarakat yang berharap demokrasi ini bersih dan baik”, kata Ridho yang juga sebagai the advocate team TEC, Selasa (15/9/2020) malam.

Lebih jauh lagi, pria yang akrab disapa Ridho ini menegaskan indikator netralitas pada ASN.

“Pengukuran netralitas pada Aparatur Sipil Negara (ASN) dibagi menjadi empat indikator, yaitu netralitas dalam karir ASN, netralitas dalam hubungan partai politik, netralitas pada kegiatan-kegiatan kampanye dan netralitas dalam pelayanan publik.

Dari empat indikator tersebut, pelanggaran netralitas sering terjadi pada indikator ketiga, yakni netralitas kegiatan ‘kampanye’. Pada indikator tersebut terdapat beberapa poin yang merinci mengenai kegiatan yang seharusnya dilakukan oleh ASN dalam menjaga netralitasnya”, ungkapnya.

Selain itu, Advocat muda ini berharap agar Bawaslu dapat bekerja dengan maksimal pada setiap tahapan pilkada 2020.

“Kami berharap Bawaslu memaksimalkan pengawasan di setiap acara atau perkumpulan-perkumpulan yang melibatkan ASN dan calonkada dalam bentuk apapun, agar tetap terwujud pilkada yang bersih dan netralitas ASN yang terjaga dan baik”, tandas Ridho.

Sebelumnya Ketua Bawaslu Lampung Selatan telah mendapat informasi tentang beredarnya surat undangan dari Camat Natar guna memobilisasi kehadiran para Kepala Desa/KUPT/Korluh/Korwil se-Kecamatan Natar pada acara Nanang Ermanto yang saat ini sebagai Bakal Calon Bupati Lampung Selatan, dan Ia (Hendra Fauzi-red) berjanji segera menindaklanjuti temuan informasi tersebut.
