TNI AL Kembali Tangkap Dua Kapal Ikan Asing Vietnam di Laut Natuna Utara

NATUNA UTARA, WWW.BERITATERKINI.CO.ID, Patroli TNI Angkatan Laut, KRI John Lie-358 (KRI JOL 358) yang sedang melaksanakan patroli rutin menangkap 2 (dua) Kapal Ikan Asing berbendera Vietnam yang didapati melakukan kegiatan illegal fishing di wilayah Perairan Laut Natuna Utara, Jumat (2/10/2020).

Meskipun dalam situasi pandemik Covid-19, TNI AL tetap secara rutin melaksanakan patroli dalam rangka penegakan hukum dan kedaulatan di laut yurisdiksi nasional Indonesia. KRI John Lie-358 yang sedang melaksanakan patroli rutin di Perairan Laut Natuna Utara dibawah kendali operasi (BKO) Gugus Tempur Laut Koarmada I (Guspurla Koarmada I) sekitar pukul 02.00 dini hari mendeteksi 2 kontak yang dicurigai kapal ikan asing yang sedang melaksanakan aktivitas penangkapan ikan di perairan Landas Kontinen Indonesia.

KRI JOL-358 berusaha mendekati dan memastikan kedua kapal tersebut sedang melakukan kegiatan penangkapan ikan. Menyadari KRI JOL-358 mendekat, kedua kapal tersebut berusaha melarikan diri dengan sebelumnya berusaha mengelabuhi dengan mematikan semua lampu kapal, melepaskan jaring ke laut dan menambah kecepatan serta berpencar menjauh ke arah utara untuk menghindari KRI JOL-358.

Menyikapi hal tersebut, untuk meningkatkan kesiagaan, Komandan KRI JOL-358 Kolonel Laut (P) Bagus Badari melaksanakan peran tempur yang dilanjutkan dengan peran pemeriksaan dan penggeledahan.

Dalam proses pengejaran, KRI JOL-358 melaksanakan prosedur dengan memberikan isyarat agar KIA tersebut berhenti, namun kedua KIA tidak mengindahkan.

Setelah dilakukan pengejaran, akhirnya KIA target yang dikejar KRI JOL-358 dapat dihentikan dan Komandan KRI JOL-358 memerintahkan untuk menurunkan Tim VBSS (Visit Board Search and Seizure) dengan menggunakan Rubber Inflatable Boat (RIB) untuk melaksanakan penangkapan dan pemeriksaan.

Dari hasil pemeriksaan awal diperoleh informasi bahwa KIA Vietnam tersebut bernama BV0908TS dengan ABK 3 orang. Setelah bisa menguasai keadaan di KIA BV0908TS, KRI JOL-358 selanjutnya melakukan pengejaran kembali terhadap KIA kedua yang masih berusaha untuk melarikan diri. Setelah lebih dari satu jam KIA bernomor lambung BV4977TS dengan jumlah ABK 11 orang dapat dihentikan.

Sesuai prosedur, kedua KIA berbendera Vietnam tersebut dilaksanakan penggeledahan dan penyelidikan. Dari pemeriksaan awal kedua KIA berbendera Vietnam tersebut diduga melakukan penangkapan ikan di Perairan Landas Kontinen Indonesia tanpa dilengkapi dokumen perijinan yang sah, serta menggunakan alat tangkap yang tidak sesuai dengan aturan.

Tidak ada keraguan untuk melaksanakan penindakan segala bentuk pelanggaran hukum yang terjadi di perairan Yurisdiksi Nasional Indonesia, utamanya di wilayah pertanggungjawaban Koarmada I, diantaranya adalah pelanggaran IUU fishing di perairan Natuna Utara”.

Menanggapi hal tersebut, Panglima Koarmada I Laksamana Muda TNI Abdul Rasyid K, S.E., M.M., mengatakan ”Saat ini masa pendemik Covid-19 semua dalam situasi yang sulit, namun dengan tetap disiplin pada protokol Kesehatan Covid-19.

TNI AL utamanya Koarmada I tidak pernah merubah komitmen, secara rutin dan terus menerus hadir di perairan Yurisdiksi nasional Indonesia untuk menegakkan hukum dan kedaulatan Indonesia.

Penangkapan 2 KIA berbendera Vietnam ini merupakan salah satu wujud nyata yang dikerjakan jajaran Koarmada I atas komitmen tersebut,” tegasnya.

“Kepada kedua kapal berbendera Vietnam BV0908TS dan BV4977TS beserta 14 ABK selanjutnya dikawal menuju Lanal Ranai untuk dilaksanakan pemeriksaan lebih lanjut.

Kedua KIA berbendera Vietnam tersebut diduga melanggar Pasal 93 ayat (2) Jo Pasal 27 ayat (2) UU No. 45 th 2009 tentang Perikanan dikarenakan telah diduga melakukan pelanggaran berupa mengoperasikan kapal penangkap ikan berbendera asing di ZEE Indonesia secara illegal,” Pungkas Panglima Koarmada I.

KRI John Lie (358) adalah sebuah Kapal Perang Republik Indonesia. Sebagai mana Korvet kelas Bung Tomo lainnya, kapal ini merupakan kapal perang yang dibuat untuk Angkatan Laut Brunei dengan nama KDB Nakhoda Ragam. Nama kapal ini diambil dari seorang tokoh pahlawan nasional Indonesia, yaitu Laksamana Muda TNI (Purn) John Lie yang pernah terlibat dalam perang mempertahankan kemerdekaan RI

Persenjataan Sunting
Kesenjataan canggih melengkapi kedua KRI ini serta didukung oleh Platform System yang baik, di antaranya, Radar Navigasi, Radar Surveillance untuk mendukung pengamatan udara serta Radar Tracker Senjata untuk mengendalikan arah dan elevasi secara akurat terhadap sasaran Meriam 76 mm Otomelara Super Rapid Gun (OSRG) dan 30 mm di lambung kanan dan kiri kapal yang dapat berperan sebagai CIWS (Close in Weapon System) jika ada bahaya udara mengancam kapal tersebut.

Kelengkapan system sensor senjata juga dilengkapi dengan EOTs (Electro Optical Tracker System) untuk pengendalian meriam kapal dan pengamatan secara visual oleh camera video yang ada.

Sebagai kapal frigate, kedua kapal perang ini juga dilengkapi sensor bawah air yang memiliki tingkat akurasi yang baik dalam mendeteksi dan mengklasifikasi kontak bawah air yaitu sonar.

Propulsion system maupun pesawat-pesawat bantu yang ada di kapal tersebut dikontrol secara computerisasi oleh IPMS (Integrated ang cukup Platform Manajemen System) sehingga jika ada kerusakan/failure pada salah satu system kapal akan terdeteksi secara dini.

Secara rinci kapal perang tipe F2000 Corvette ini memiliki 1 meriam Oto Melara 76 mm, 2 meriam MSI Defence DS 30B REMSIG 30 mm, dan peluncur tripel torpedo BAE System 324 mm untuk perang atas air dan bawah air.

Selain itu, dilengkapi pula dengan 16 tabung peluncur peluru kendali permukaan-ke- udara VLS MBDA MICA (BAE System), 2 set 4 tabung peluncur peluru kendali MBDA (Aerospatiale) MM-40 Block II Exocet.

Dua sistem arsenal inilah yang cukup mengganggu pertahanan musuh, baik dari udara ataupun permukaan laut.

Kapal perang ini memiliki panjang 95 meter, lebar 12,7 meter, dengan berat 2.300 ton. Dengan kemampuan mesin 4 x MAN 20 RK270 Diesel, kapal ini memiliki kecepatan 30 knot.

Kapal terbaru yang nantinya masuk jajaran Satuan Kapal Eskorta Koarmatim ini, dilengkapi dengan Radar dan Avionik Sonar: FMS 21/3 Hull Mounted Sonar buatan Thales, Prancis. (Red/Aj)
