WWW.BERITATERKINI.CO.ID- Sebagai upaya untuk mendukung penanganan Covid-19, pemulihan ekonomi, dan berbagai prioritas pembangunan strategis pemerintah di tahun 2021, maka penyerahan Daftar Isian Pelaksanaan Anggaran (DIPA) dan Transfer ke Daerah dan Dana Desa (TKDD) dilakukan lebih awal. Penyerahan DIPA dan TKDD sebagai bentuk optimalisasi APBN 2021 sehingga dapat digunakan mulai awal tahun.
Presiden telah menginstruksikan agar seluruh pihak dapat bergerak cepat dan melakukan perubahan pola pikir dengan meninggalkan pola-pola lama dari jajarannya.
Para pemangku kepentingan bisa segera menggunakan anggaran, terutama belanja modal bagi kementerian/lembaga yang DIPA-nya telah diserahkan secepat mungkin
Optimalisasi APBN 2021 nantinya akan digunakan untuk beberapa kegiatan salah satunya penanganan Covid-19 yakni dengan melakukan reformasi kesehatan.
Perlu diketahui bahwa anggaran kesehatan di tahun 2020 mengalami kenaikan yang tinggi yakni sebesar 87.0 persen dengan jumlah anggaran sebesar Rp 212.5 triliun.
Dalam APBN 2021, anggaran untuk kesehatan dialokasikan sebesar Rp 169.7 triliun, menurun dibandingkan dengan tahun 2020.
Kasus positif Covid-19 di Indonesia setiap harinya terus meningkat, jika penyebaran virus tidak terkendali maka akan berpotensi menghambat pemulihan ekonomi nasional.
Kenaikan kasus ini terjadi karena tidak diiringi dengan jumlah tes yang memadai.
Awal tahun 2021, optimalisasi APBN perlu diarahkan untuk pelaksanaan tes masal dan penyediaan alat tes, sehingga tes dapat dilakukan secara masif di seluruh provinsi.
Dengan tes masal, pengendalian penyebaran virus dapat dilakukan dengan lebih optimal
Kemudian perihal pengadaan vaksin di Indonesia, juga akan menggunakan dana dari APBN. Anggaran tahun 2021 yang dialokasikan untuk vaksinasi ini akan diarahkan untuk Antisipasi pengadaan vaksin Covid-19; Antisipasi imunisasi (vaksinasi): logistik, distribusi, sarpras, lab, litbang, PCR; Antisipasi Bantuan Iuran JKN PBPU dan BP Kelas III.
Vaksinasi yang saat ini sedang digarap oleh para ilmuan di dunia dan di Indonesia, untuk pengadaannya direncanakan akan tersedia pada periode awal tahun 2021 yakni di semester I.
Pelaksanaan vaksinasi nantinya akan dilaksanakan berdasarkan kriteria dan prioritas penerima vaksin, prioritas wilayah penerima vaksin, jadwal dan tahapan pemberian vaksin, serta standar pelayanan vaksinasi.
Diluar permasalahan Covid-19, optimalisasi APBN 2021 untuk reformasi kesehatan juga akan difokuskan untuk penanganan stunting.
Rencana penanggulangan stunting tahun 2021 yakni dengan (1) Konvergensi program lintas kementerian/lembaga; (2) Sinergi pusat dan daerah); (3) integrasi data); (4) Penguatan peran BKKBN. (Aj/Boy A)
