LAMPUNG, Beritaterkini.co.id-Kejaksaan Negeri (Kejari) Lampung Timur tengah meminta kelarifikasi sejumlah pihak yang diduga terlibat dalam penyelenggaraan umroh melalui Pemerintah Kabupaten (Pemkab) setempat dengan menggunakan dana hibah tahun anggaran 2019, yang diduga sarat penyimpangan.
“Untuk saat ini masih dalam tahap kelarifikasi beberapa pihak,” kata Kasi Intelejent Kejari Lampung Timur M. Ali Qadri saat dihubungi, Lampung Timur, Senin (12/7/2021).
Dia mengatakan, laporan dari LSM DPW KAMPUD ini dapat dikatakan memenuhi unsur perbuatan melawan hukum, oleh sebab itu tim masih terus melakukan pendalaman dan meminta kelarifikasi atau keterangan dari sejumlah pihak yang turut dalam kegiatan belanja umrah tahun 2019.
“Kami masih terus bekerja untuk megumpulkan keterangan dari berbagai pihak, sehingga bisa terungkap,” ungkapnya.
Terkait sejumlah orang yang dimintai kelarifikasi, diungkapkannya sudah ada beberapa orang yang telah dimintai kelarifikasi.
“Saat ini masih terus berjalan, nanti akan kita infokan perkembangan terbarunya,” kata dia.
Sebelumnya, DPW Komite Aksi Masyarakat dan Pemuda Untuk Demokrasi (KAMPUD) telah menyampaikan laporan pengaduan kepada pihak Kejaksaan Negeri Lampung Timur dan Kejaksaan Tinggi Lampung, terkait dugaan Kolusi, Korupsi dan Nepotisme (KKN) terhadap penggunaan dana hibah dari realisasi senilai Rp. 49.179.698.768, Tahun Anggaran (T.A.) 2019. Realisasi tersebut salah satunya belanja hibah yang diberikan kepada Pemerintah, Kelompok Masyarakat bidang keagamaan dan bidang kepemudaan, Organisasi Kemasyarakatan, serta Lembaga-lembaga pendidikan.
Ketua Umum DPW KAMPUD, Seno Aji. S.Sos., S.H., menyampaikan berdasarkan hasil tim investigasi dan advokasi Lembaga, diperoleh data adanya indikasi atau dugaan penyaluran dana hibah fiktif kepada sejumlah penerima hibah, hal itu diperkuat dengan tidak adanya laporan penggunaan dana hibah, terkait laporan pertanggungjawaban kepada Bupati Lampung Timur melalui Kepala BPKAD Lampung Timur.
Selain itu, pada program umroh yang bersumber dari dana hibah APBD Pemerintah Daerah Kabupaten Lampung Timur senilai Rp. 6.283.500.000,- juga turut dilaporkan oleh DPW KAMPUD ke Kejaksaan Tinggi Lampung dan Kejaksaan Negeri Lampung Timur.
“Kami telah melayangkan laporan pengaduan kepada Pihak Kejaksaan Negeri Lampung Timur dan Kejaksaan Tinggi Lampung atas penggunaan dana APBD untuk Program Umrah pada Kantor Kementerian Agama Kabupaten Lampung Timur, diduga bahwa Kepala Kantor Kementerian Agama Kabupaten Lampung Timur bersama Setda Kabupaten Lampung Timur dan Kepala Kesejahteraan Rakyat (Kesra) tidak memperhatikan pada ketentuan Peraturan Presiden Nomor 16 Tahun 2018 tentang pengadaan barang dan jasa Pemerintah menyebutkan bahwa penyedia jasa penyelenggaraan umrah harus dilaksanakan dengan mekanisme tender,” ungkapnya.
Diungkapkannya, pemilihan penyedia jasa penyelenggara umrah yang dimenangkan oleh perusahaan berinisial PT. DMS dipilih dengan metode pemilihan oleh peserta umrah atau jamaah yang diikuti oleh 5 Perusahaan diantaranya yaitu PT. DMS, PT. SE, PT. HPW, PT. Muriz, merupakan metode pemilihan yang cacat hukum mengingat sumber dana program umrah tersebut dari alokasi APBD tahun anggaran 2019.
Masih kata dia, dengan modus tidak dilakukanya pemilihan penyedia jasa penyelenggara umrah dengan mekanisme tender atau lelang cepat sesuai Perpres Nomor 16 Tahun 2018 tentang pengadaan barang dan jasa Pemerintah maka disinyalir untuk memudahkan upaya praktik “mark-up” harga dalam penyaluran dana hibah APBD Pemerintah Daerah Kabupaten Lampung Timur melalui program ibadah umrah dan berpotensi merugikan keuangan Negara Miliyaran Rupiah.
“Diduga peserta umrah ditetapkan tanpa proses seleksi dari tim seleksi, padahal tim seleksi berpengaruh terhadap pemilihan peserta Umrah”, tegas aktivis muda ini.
Sementara, hal senada diungkapkan oleh Ketua DPD KAMPUD Lampung Timur, Fitri Andi bahwa terkait laporan tersebut pihaknya telah melakukan konfirmasi kepada Kejaksaan Negeri (Kejari) Lampung Timur.
“Kami telah menanyakan kepada pihak Kejari Lampung Timur pada Senin (26/4/2021), dan saat ini pihak Kejari telah menindaklanjuti dan telah terbit surat perintah tugas penyidikan terhadap dugaan Kolusi, Korupsi dan Nepotisme (KKN) pada belanja dana hibah Pemda Kabupaten Lampung Timur dan program Umrah tahun 2019”, terang Andi.
