Bahkan ia tercatat sebagai salah satu perbekel yang kembali maju untuk periode ketiga, karena kembali dipercaya masyarakat mampu membawa perubahan bagi kemajuan desa dan kesejahteraan masyarakat setempat. Di periode kedua ia dinilai sukses membangun kemandirian desa dengan berbagai inovasi sehingga untuk periode enam tahun ke depan yakni masa bhakti 2019-2025, pria yang akrab disapa Gus Ary ini berkomitmen menjadikan pelayanan di Desa Dangin Puri Kauh berbasis digital yang berwawasan adat dan budaya.
Gus Ary menceritakan, perjalanannya menjadi Perbekel Desa Dangin Puri Kauh pada tahun 2007. Diawali komitmen mengabdi pada masyarakat desa dan meninggalkan karir manisnya di dunia pariwisata. Berawal dari pemilihan calon di tingkat banjar pada periode pertama hingga berlanjut di periode kedua setelah menumbangkan dua calon lainnya sesuai mekanisme pemilihan perbekel yang baru. Di periode ketiga ketulusannya untuk kembali mengabdi satu periode juga akan berhadapan dengan satu calon lainnya karena masyarakat setempat tergolong cukup heterogen dari sisi pemilih. “Sudah kadung mecemplung dua periode, ketiga untuk menuntaskan semua program impian,” jelas pria yang dikenal teliti dan tegas saat bekerja ini.
Terbangunnya kantor Perbekel Desa Dangin Puri Kauh yang sangat representatif, cakupan peningkatan infrastruktur desa serta program pengelolaan kebersihan lingkungan sudah menunjukkan capaian yang optimal. Di periode pertama banyak pembenahan yang dilakukan dari sisi pengelolaan dan peningkatan kualitas pelayanan, sehingga seiring semakin besarnya perhatian pemerintah untuk memajukan desa maka cita-cita membangun kantor berlantai dua bisa direalisasikan di periode kedua. Namun sisa waktu memimpin desa hingga akhir periode ini realisasi layanan berbasis digital bagi masyarakat harus ia tuangkan kembali dalam visi-misi pengabdian enam tahun ke depan karena pelayanan di desa sudah didukung sarana dan prasarana berbasis teknologi informasi.
Selain program impian yang menunggu realisasi ini, Gus Ary juga menegaskan bila kembali dipercaya untuk mengabdi maka sektor peningkatan kesejahteraan masyarakat tetap menjadi prioritas pembangunan SDM (Sumber Daya Manusia) di desa. Program pelatihan seperti yang dilaksanakan sebelumnya seperti latihan mengemudi serta pelatihan bagi Ibu-ibu PKK melalui pembentukan kelompok usaha. “Pengentasan kemiskinan tetap jadi target utama, karena banyak masyarakat kita tidak mampu. Satu dengan memberikan pelatihan pekerjaan yang banyak dilakukan di periode kedua seperti latihan mengemudi sehingga mendapatkan SIM dan bisa jadi pengemudi angkutan online. Sementara ibu-ibu dengan menggeliatkan UMKM seperti pelatihan membuat kue dan hasilnya kini mulai dirasakan sangat bermamfaat dalam peningkatan kesejahteraan,” ungkapnya.
Penyerapan tenaga kerja di desa juga disampaikannya dengan pengadaan enam buah Moci (motor cikar pengangkut sampah) sehingga membuka lapangan kerja sekaligus menghapus dua buah kontainer sampah yang selama ini dikeluhkan masyarakat yang berada di sebelah Kantor Perbekel Desa Dangin Puri Kauh, yakni di Jalan Setiaki. Pemberdayaan Linmas yang dibagi ke dalam tiga sift juga dinilai sangat menbantu upaya pengamanan di lima banjar. Keberhasilan kepemimpinan Gus Ari juga ditandai berdirinya Bumdes (Badan Usaha Milik Desa) sejak dua tahun terakhir. Untuk sementara Bundes hadir untuk melayani kebutuhan perlengkapan kantor serta menyerap produksi UMKM dalam berbagai kegiatan. Bahkan keuntungnya yang dikumpulkan Bundes akan kembali menjadi Pendapatan Asli Desa (PAD Desa). “Belanja desa cukup besar saat ini, sehingga kehadiran Bumdes mampu mengcover kebutuhan ini. Karena sesuai Anggaran Dasar dan Anggaran Rumah Tangga sebagian keuntungan menjadi Pendapatan Asli Desa yang dikembalikan kemasyarakat dalam bentuk berbagai kegiatan,” jelasnya lanjut mengatakan ke depan ada banyak progran yang akan dikembangkan Bumdes untuk melayani kebutuhan masyarakat.
Sebagai salah satu incumbent dalam bursa pemilihan perbekel di Kota Denpasar, Gus Ary juga tidak luput dari serangan ‘Berita Hoak’. Karena meningkatnya anggaran yang dikelola desa tidak diimbangi dengan informasi lengkap yang diterima masyarakat. Sehingga ia menilai sangat penting menyajikan capain pembangunan agar masyarakat memahami bahwa sangat diperlukan pemimpin desa yang visionir, inovatif, tegas, jujur dan mengedepankan transparansi dalam pengelolaan anggaran. “Masyarakat banyak tidak ngeh tentang pemerintahan desa. Sehingga sosialisasi dan fakta kerja nyata selama mengabdi perlu disajikan. Kita harus tampilkan prestasi jangan sampai karena melihat ada anggaran besar kita baru jadi melek, padahal semua diatur Peraturan Menteri. Mekanisme penggunaan anggaran berlapis dan harus dipertanggungjawabkan. Lima prisip untuk mengelola keuangan, perencanaan, pelaksanaan, penataan usaha, pertangungjawaban dan pelaporan. Lima prinsip ini yang harus dipegang perbekel untuk mengelola keuangan,” bebernya menjelaskan bahwa pembangunan di tingkat desa juga memelukan jiwa pengabdian yang tinggi. tim JP
