Akibatnya, banyak produsen tekstil di dalam negeri gulung tikar alias bangkrut karena tidak mampu bersaing di pasaran yang merebutkan daya jual dikonsumen.
Ternyata sebagian tekstil impor asal China itu masuk ke pasar di Jakarta dengan cara ilegal. Direktorat Penindakan dan Penyidikan (Dit P2) Kantor Pusat Bea dan Cukai mengendus ulah curang sindikat pemasok tekstil impor tersebut yang diduga merugikan negara sekitar puluhan miliar rupiah.
Adapun modus operandi yang mereka gunakan adalah mengapalkan dari China sebanyak 27 kontainer berukuran 40 feet berisi tekstil, kemudian transit di Batam, kemudian melanjutkan perjalanan dan dibawa masuk ke pasar di Jakarta melalui Pelabuhan Tanjung Priok Jakarta Utara.
Supaya meraup keuntungan lebih besar sindikat itu menghindari pembayaran Bea Masuk Safeguard. Seperti diketahui, Menteri Keuangan memberlakukan Bea Masuk Safeguard atas tekstil impor dari China untuk melindungi industri tekstil di dalam negeri.
Agar supaya tidak terkena Bea Masuk Safeguard, para sindikat itu merekayasa dokumen impor dengan membuat Certificate of Origin (COO) dari negeri India Dengan begitu, seolah-olah tekstil tersebut didatangkan dari India dan bukan dari China sehingga tidak perlu membayar Bea Masuk Safeguard.
Atas temuan itu, Dit P2 Kantor Pusat Bea dan Cukai pada tanggal 9 Maret 2020 mengeluarkan Nota Hasil Intelijen (NHI) kepada Kantor Pelayanan Utama (KPU) Bea dan Cukai Tanjung Priok Jakarta Utara.
Sementara itu, terkait kalkulasi real kerugian negara dan penetapan tersangka dalam kasus tersebut, Kepala Humas KPU Bea dan Cukai Tanjung Priok, Endang Puspawati, mengatakan terlebih dahulu akan mengkoordinasikan dengan unit pengawasan di KPU Bea dan Cukai Tanjung Priok.
“Saya akan terlebih dahulu harus update dan akan saya koordinasikan terlebih dahulu di internal kami,” sambung Endang.
Disisi lain menanggapi kasus tersebut,salah satu aktivis dari Komunitas Pemuda Merah Putih (KPMP) Bergerak, Yusu Halawa mengungkapkan kecurangan yang dilakukan para sindikat itu sudah berlangsung cukup lama dan diduga telah meloloskan ratusan kontainer berisi tekstil ke pasaran di sekitar Jakarta.
“Menurut informasi yang di dapatkan berdasarkan pantauan 27 kontainer tekstil tersebut diimpor oleh dua perusahaan, yaitu PT Peter Garmindo Prima dan PT Fleming Indonesia,” ujar Yusu Halawa.
Tekstil ilegal tersebut disebar luaskan dipasok ke pertokoan, grosir, pusat perbelanjaan, serta mal dan diperjualbelikan dengan bebas.
Menurutnya petugas Bea dan Cukai, dalam hal ini P2 Bea dan Cukai Kantor Wilayah (Kanwil) Jakarta, seharusnya menindak tegas tekstil-tekstil ilegal tersebut. Namun, hal itu tidak dilakukan dan justru terkesan terjadi pembiaran.
“Ini merupakan tanda tanya besar. Mengapa Bea dan Cukai Kanwil Jakarta yang berwenang memeriksa barang-barang impor ilegal di wilayah Jakarta tidak melakukan penindakan,tekstil ilegal asal China yang tidak membayar Bea Masuk Safegurad dibiarkan. Ada apa dengan P2 Bea Cukai Kanwil Jakarta?” Ucapnya. YusuHalawa.

Hal itu dilakukan karena ribuan telepon genggam tersebut masuk dari luar negeri dengan cara ilegal atau dikenal dengan telepon genggam black market,sedangkan tekstil ilegal asal China yang tidak membayar Bea Masuk Safegurad dibiarkan sampai selama ini dan baru ditindak.
