Meski Tahun Ini Pertumbuhan Ekonomi Alami Tekanan Akibat Pandemi COVID-19, Gubernur Arinal Optimistis Tahun 2021 Ekonomi Lampung Tumbuh 5,1 – 5,5 Persen

BANDAR LAMPUNG, WWW.BERITATERKINI.CO.ID |Gubernur Lampung Arinal Djunaidi optimistis pertumbuhan ekonomi Lampung akan tumbuh 5,1 sampai dengan 5,5 persen di tahun 2021 kendati pada tahun 2020 ini mengalami tekanan akibat pandemi Covid-19.

Hal itu diungkapkan Gubernur Arinal dalam Musrenbang Provinsi Lampung tahun 2020, dalam rangka menyusun Rencana Kerja Pemerintah Daerah (RKPD) Provinsi Lampung Tahun 2021, Kamis (23/4/2020) di Lantai 3 Balai Keratun.

“Kita sama-sama menyadari, bahwa kondisi yang kita hadapi memang tidaklah ringan, namun kami tetap berkeyakinan bahwa tantangan ini dapat kita lalui dan kondisi segera akan pulih kembali,” ujar Gubernur.

Gubernur Arinal optimistis tahun 2021, perekonomian Lampung akan kembali pulih sejalan dengan pulihnya perekonomian nasional yang telah diperkiraan oleh banyak lembaga ekonomi dan keuangan internasional.

Hal ini, lanjut Gubernur, juga didukung keberhasilan penanganan COVID-19 melalui berbagai langkah refocusing APBD Provinsi Lampung yang diprioritaskan pada upaya peningkatan akses kesehatan masyarakat, jaringan pengaman sosial dan pemulihan dampak ekonomi.

“Saya mengajak seluruh pelaku, pengampu dan pemangku kepentingan pembangunan untuk selalu optimistis dalam upaya menghadirkan kesejahteraan bagi seluruh masyarakat Lampung, sehingga Visi Rakyat Lampung Berjaya dapat kita wujudkan,” jelas Gubernur.

Gubernur mengakui pelaksanaan Musrenbang Provinsi Lampung tahun ini berbeda dengan penyelenggaraan Musrenbang tahun-tahun sebelumnya.

“Meskipun diselenggarakan dalam kondisi yang terbatas, harus dapat dimanfaatkan secara maksimal serta menjadi ruang diskusi konstruktif dalam melahirkan berbagai solusi gagasan guna menjawab isu dan tantangan pembangunan daerah ke depan,” ujarnya.

Arinal berpendapat saat ini perekonomian global memang mengalami tekanan yang cukup berat sebagai akibat penyebaran cepat COVID-19 ke banyak negara di dunia. Perkembangan ini menyebabkan ketidakpastian yang sangat tinggi dan menurunkan kinerja pasar keuangan global, depresiasi mata uang di banyak negara, serta memperlambat secara drastis arus modal dan investasi pada sektor riil. Prospek pertumbuhan ekonomi dunia juga diprediksi menurun akibat terganggunya rantai penawaran dan permintaan secara global.

Meskipun begitu, Gubernur minta semua pihak tetap optimistis. Terutama dalam menghadapi tantangan seperti merosotnya ekspor, turunnya daya beli masyarakat serta melemahnya kinerja UMKM dan Industri.

Perhitungan skenario moderat pertumbuhan ekonomi Lampung Tahun 2020 saat ini terkoreksi akan tumbuh dibawah 5 persen dengan asumsi physical distancing, disertai sinergi kebijakan pusat dan Pemda dengan perkiraan periode pandemik 3 bulan.

“Sementara jika periode pandemik diasumsikan berlangsung selama 6 bulan, perekonomian Lampung tetap akan tumbuh di rentang 2 sampai dengan 3 persen pada 2020 dengan melakukan penyesuaian pada sektor penyediaan akomodasi dan makan minum, sektor industri pengolahan/manufacturing, jasa keuangan, transportasi dan pergudangan serta pertanian, kehutanan dan perikanan,” ujarnya.

Menurut Arinal, skenario ini masih sangat dinamis, tergantung seberapa masif penyebaran Covid-19 dan efektifitas serta sinergi kebijakan yang telah dan akan kita lakukan dalam mengantisipasi dampak ekonomi Covid-19.

Sementara itu, Kepala Bappeda Provinsi Lampung Fredy menyampaikan tema RKPD kali ini yaitu “Meningkatkan kualitas SDM dan Pembangunan Infrastruktur dalam rangka Pemulihan Ekonomi dan Kehidupan Masyarakat Menuju Lampung Berjaya”.

RKPD tahun 2021 mengusung 6 Prioritas Pembangunan yaitu meningkatkan kualitas SDM, Pembangunan Infrastruktur, Peningkatan Investasi dan Nilai tambah Produk Unggulan, Reformasi Birokrasi, Kehidupan Masyarakat yang Religius Aman dan Berbudaya, serta Pengelola Lingkungan yang berkelanjutan dan mitigasi bencana.

“Pertumbuhan Ekonomi Lampung tahun 2019 sebesar 5.27% lebih tinggi dibandingkan Pertumbuhan Nasional sebesar 5,27 % dan Rata Rata Sumatera 4,57%. Struktur Ekonomi Lampung sendiri masih di dominasi oleh 3 sektor utama yakni sektor pertanian sebesar 28.96%, Industri pengolahan 19,85%, serta Perdagangan dan Reparasi Kendaraan sebesar 11.75%. dengan Target Pertumbuhan Ekonomi tahun 2021 yakni 5.51-5.5 % dengan PDRB Perkapita sebesar Rp 44 – 45 Juta,” ujarnya. /Red-beritaterkini
