Menteri PANRB Tjahjo Kumolo saat menjadi narasumber dalam Webinar Universitas Brawijaya, secara virtual, Selasa (15/09/2010) kemaren.
Pembubaran lembaga yang dilakukan oleh pemerintah bukan hanya untuk efisensi anggaran, tetapi upaya strategis dalam penyederhanaan birokrasi.
Pembubaran atau penataan lembaga non-struktural (LNS) diharapkan mampu meningkatkan efektivitas pelaksanaan tugas dan fungsi instansi pemerintah.
Penyederhanaan birokrasi merupakan salah satu fokus utama dari program Presiden RI Joko Widodo.
“Ukurannya tidak dalam kerangka efisiensi anggaran tapi membuat birokrasi yang ramping, efektif, dan efisien,” ungkap Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Tjahjo Kumolo saat menjadi narasumber dalam Webinar Universitas Brawijaya, secara virtual, Selasa (15/09).
Penyederhanaan yang dilakukan antara lain penyederhanaan birokrasi menjadi dua level eselon, serta pengalihan jabatan struktural menjadi fungsional.
Pemerintah juga melakukan penataan lembaga yang tidak efektif, tidak efisien, serta kewenangannya tumpang tindih dengan kementerian dan lembaga yang sudah ada.
Lebih lanjut, Menteri Tjahjo menjelaskan bahwa terdapat lima tujuan penyederhanaan birokrasi, salah satunya adalah menciptakan birokrasi yang dinamis sehingga mampu memberikan pelayanan publik yang prima.
“Tujuan penyederhanaan birokrasi dan pemangkasan lembaga negara adalah dalam upaya mewujudkan birokrasi yang lebih dinamis,” imbuh Tjahjo.
Tujuan penyederhanaan birokrasi lainnya adalah mewujudkan profesionalitas aparatur sipil negara (ASN), percepatan sistem kerja, dan fokus pada pekerjaan fungsional. Selain itu juga untuk mendorong efektivitas dan efisiensi kinerja pegawai pemerintah.
Pada kurun waktu tahun 2014 hingga 2020, pemerintah telah melakukan pengintegrasian atau pembubaran 27 LNS ke dalam lembaga yang memiliki tugas sejenis.
Pada tahun 2014 terdapat 120 LNS yang dilebur, kini pada tahun 2020 tersisa sebanyak 93 LNS.
Diungkapkan bahwa banyaknya jumlah LNS merupakan dampak dari lahirnya era reformasi. Sebab setelah berakhirnya orde baru, pemerintah membentuk lembaga baru untuk percepatan penyelesaian masalah di Indonesia.
“Ada birokrasi yang muncul akibat reformasi, yaitu banyaknya badan, lembaga, dan komite yang tumpang tindih,” jelasnya.
Seiring perubahan urgensi negara, pemerintah melakukan penyederhanaan jumlah LNS sesuai dengan kebutuhan saat ini.
Kementerian PANRB berperan dalam penyederhanaan lembaga dengan melakukan inventarisasi dan analisis terhadap efektivitas LNS.
Hasil analisis tersebut akan menjadi rekomendasi untuk disampaikan kepada Presiden untuk mendapatkan arahan lebih lanjut.
Rekomendasi kebijakan penataan kelembagaan LNS pada prinsipnya merupakan upaya untuk mengintegrasikan tugas dan fungsi yang berkesesuaian dengan instansi pemerintah.
Oleh karena itu Menteri Tjahjo menegaskan tidak ada tugas dan fungsi yang hilang atau tidak dilaksanakan. Namun dikerjakan oleh instansi yang mendapatkan limpahan tugas dan fungsi. (Red/Aj)
