Harus kita tau dan pahami, bahwa trotoar sebagai akses jalan bagi pejalan kaki merupakan hak setiap orang yang dicantum pada Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Hak dan prioritas bagi pejalan kaki diakomodasi pada UU ini,ungkap Ketum LAAGI Sukma Hidayat Palembang,(26/10/10)
Namun beda halnya dengan yang terjadi di kota Palembang, Trotoar yang semestinya dijadikan untuk kepentingan jalan kaki di bangun pagar permanen sehingga menutup akses pejalan kaki. Belum lagi ketika terjadi adanya arus listrik yang harus segera diperbaiki terpaksa petugas harus melompat pagar yang lumayan tinggi.
Sukma Hidayat Ketua Umum Lintas Aktivis Antar Generasi Indonesia ( LAAGI ) atau sering disapa Bung Sukma mengatakan bahwa Pemugaran trotoar yang berada di jalan poros bukit besar kecamatan IB melanggar PERDA kota Palembang Nomor 44 Tahun 2002 Tentang Ketentraman Dan Ketertiban pasal 5 yang berbunyi : sebagai upaya menciptakan ketentraman , Kepala Daerah berwenang dan bertanggung jawab melakukan sebagai berikut ayat (b) Perlindungan terhadap masyarakat, fasiltas umum, fasilitas sosial dan kantor. Merujuk pasal 5 peraturan daerah tersebut diatur kembali dalam pasal 7 ayat 1 dan 2 yang berbunyi :
1. Jalan dan Angkutan Jalan
2. Jalur Hijau, Taman dan Tempat Umum.
Selain itu juga, Sukma menambahkan didalam perda no 44 tahun 2002 pasal 25 tentang tertib bangunan.
Dari dasar tersebut kami selaku organisasi mengharapkan Walikota Palembang untuk segera memerintahkan instansi terkait untuk segera membongkar pagar tersebut dan menindak tegas sesuai
peraturan daerah dan pemberlakuan denda,pungkasnya.(DN/RZP)
