Transformasi Pusat Pengelolaan Kompleks Gelora Bung Karno

WWW.BERITATERKINI.CO.ID, Di tengah era pandemi dan Adaptasi Kebiasaan Baru, Kamis siang (1/10), Gelora Bung Karno menyajikan aura yang berbeda.

Tidak seperti biasanya yang dipenuhi dengan beragam kegiatan olahraga maupun event nasional atau internasional.

Pusat Pengelolaan Kompleks Gelora Bung Karno (PPKGBK) terus melakukan transformasi melalui beragam inovasi dan perbaikan manajemen tata kelola guna mewujudkan kawasan olahraga terintegrasi yang modern, ramah lingkungan, dan unggul di dunia.

Suasana megah tetap terasa jika berkeliling mengitari seluruh area Gelora Bung Karno.

Di Stadion Utama Gelora Bung Karno, Direktur Utama PPKGBK, Winarto, sedang melakukan inspeksi terhadap perawatan yang dilakukan pada stadion yang pada tahun 2018 menjadi saksi suksesnya gelaran ASIAN GAMES di Indonesia.

Bersama Tim Space (Setneg Punya Cerita) Humas Kemensetneg, Winarto mengecek secara detail perawatan yang dilakukan para petugas terhadap rumput lapangan Stadion Utama Gelora Bung Karno.

Tim Space berkesempatan untuk menyambangi Stadion Utama Gelora Bung Karno dan berbincang-bincang dengan Direktur Utama PPKGBK, Winarto.

Bertepatan dengan Ulang Tahun GBK yang ke-58, Winarto membagikan mimpi besar GBK yang hendak dicapai di masa depan.

“Perbaikan tata kelola dan perawatan sarana dan prasarana menjadi fokus utama untuk menghadirkan Gelora Bung Karno yang ramah bagi masyarakat dan bernilai optimal sebagai bagian dari pengelolaan Barang Milik Negara,” ucap Winarto memulai pembicaraan.

Winarto yang telah menjadi Direktur Utama PPKGBK sejak 5 Januari 2016 mengatakan bahwa kunci dari transformasi GBK adalah proses adaptasi yang cepat terhadap perkembangan yang terjadi di sekitar kawasan Gelora Bung Karno.

Dengan adaptasi yang cepat maka akan sangat membantu dalam memahami permasalahan mendasar yang dihadapi oleh PPKGBK sehingga dapat menjadi acuan dalam merancang strategi manajemen untuk mencapai visi dan misi organisasi.

Lebih lanjut Winarto menjelaskan bahwa terkait identifikasi ada dua hal yang perlu menjadi fokus, yaitu melihat fisiknya; kawasan dan lingkungan sekitarnya dan melihat manajemennya.

Pertama, fisik menimbulkan image (GBK) seperti apa. Kedua, saya kumpul dengan teman-teman GBK.

Saya lihat datanya. Lalu, terpikir bagaimana mentransformasi GBK ini dalam waktu dua tahun (persiapan Asian Games).

Manajemen dan fisiknya. Kalau fisik, begitu dilantik, kita langsung rapat dengan DPR, jadi sudah ada yang urus.

Kita tinggal memberikan request atau requirement, masukan-masukan fisik itu yang diharapkan seperti apa.

Kemudian, yang kedua, manajemen. Kita harus berkejaran waktu agar siap dalam dua tahun.

Kalau manajemennya seperti ini akan sangat berat, tapi bagaimana menyelesaikan ini tanpa adanya kehebohan dan kegaduhan.”

Winarto menceritakan bagaimana manajemen GBK menerapkan win-win solution untuk memindahkan para pedagang yang telah lama berjualan di sekitar GBK tanpa menghadirkan kegaduhan.

Win, sapaan akrabnya, mencoba mengkomunikasikan para jajarannya untuk menghadirkan cara yang bersahabat sehingga para pedagang tidak merasa hak-haknya diambil.

“Jadi, kita tampung mereka semua, kita data. Selanjutnya, yang masih mau bekerja, kita berikan tempat. Alhamdulillah, ada yang mau, walaupun ada juga yang tidak mau.

Yang tidak mau, kita undang lagi sampai tiga kali dan kita yakinkan kalau mau bekerja, pasti kita tampung karena lapangan kerja itu pasti ada.

Itulah yang kami lakukan untuk mengomunikasikan setiap kebijakan yang kami lakukan di Gelora Bung Karno, dan mendapatkan momentumnya dengan adanya penyelengaraan event internasional, ASIAN GAMES,” ungkap Winarto kepada Tim Space.

Lebih lanjut, Winarto menyatakan kita patut bersyukur bahwa GBK menjadi stadion termegah versi AFC dan mendorong apa yang sudah dimiliki untuk tetap dijaga dengan baik demi mendukung upaya transformasi yang dilakukan oleh GBK.

Perubahan pola pikir dan tingkah laku masyarakat ketika berada di kawasan GBK juga menjadi hal yang mendasar bagi kelanjutan transformasi di GBK.

Di tengah perbincangan, Winarto juga turut menyampaikan beragam capaian dan transformasi yang dilakukan oleh GBK, inovasi dalam pelayanan dan tata kelola menjadi kunci transformasi berkelanjutan di GBK, mulai dari sistem pembayaran hingga layanan penyewaan venue yang secara cashless, juga pemanfaatan teknologi secara simultan di GBK, sehingga ikut mengedukasi masyarakat untuk mau maju ke depan dengan teknologi yang kita hadirkan.

Dalam kesempatan pembahasan mengenai mitra GBK, Winarto menyampaikan bahwa dari periode 2016 s.d. 2019, revenue GBK selalu melampaui target, yang mayoritas dihasilkan dari kerja sama dengan mitra GBK.

Pada 2019, persentase income dari pengelolaan venue-venue mampu melampaui income dari kerja sama dengan mitra.

Winarto menjelaskan bahwa GBK akan terus meningkatkan kualitas manajemen kemitraan sehingga setiap kerja sama yang dilakukan antara GBK dan mitra dapat menghasilkan peningkatan pendapatan dengan membangun sinergitas secara win-win solution, utamanya dalam menghasilkan kemitraan yang efektif, efisien, transparan.

Penerapan sistemasi win-win solution menjadi salah satu kunci koordinasi GBK dengan mitra.

Di masa pandemi covid-19, Winarto menyebutkan bahwa sudah sepuluh bulan GBK tidak sama sekali mengadakan event, baik nasional maupun internasional.

Untuk itu, ia memprediksi bahwa revenue yang didapatkan oleh GBK akan mengalami penurunan.

“Di 2020, kita kena pandemi. Sudah sepuluh bulan kita tidak mengadakan event sama sekali. Tentunya, akan ada penurunan. Perkiraan sampai Bulan Desember, hanya 50 persen revenue yang kita dapatkan dari target. Mungkin jika kita optimis, kita dapat mencapai 60 persen,” ungkap Winarto.

Kendatipun demikian, Winarto meyakinkan kepada publik bahwa pelayanan, perawatan, serta tata kelola kawasan GBK tetap berjalan dengan baik. Langkah-langkah yang terbaik tetap dilakukan walaupun harus dilaksanakan di masa pandemi covid-19.

Di akhir pembicaraan, Winarto tidak lupa memberikan pesan-pesan kepada masyarakat, mitra GBK, dan seluruh stakeholders GBK untuk berani mengubah pola kerja lama dan bertransformasi sehingga terjadi transformasi menuju ke arah yang lebih baik di segala aspek.

Ia mengatakan bahwa upaya-upaya perubahan yang dilakukan pada hari ini, tentunya akan berdampak pada terbentuknya pola hidup baru, terutama selama berada di kawasan GBK. (Red/Aj)
