GELAR LELANG PBJ DI LPSE PROVINSI LAMPUNG, PORTAL PENGADAAN PEMKAB LAMTIM, LAMSEL DAN TUBA PATUT DIPERTANYAKAN

LAMPUNG, BERITATERKINI.CO.ID |Proses pengadaan Barang dan Jasa Pemerintah telah menggunakan sistem layanan lelang cepat melalui portal pengadaan secara elektronik yang dibuat oleh masing-masing Lembaga/Pemerintah Daerah. Dasar hukum pembentukan Layanan Pengadaan Secara Elektronik (LPSE) diatur dalam Peraturan Presiden (Perpres) Nomor 16 Tahun 2018 tentang pengadaan barang dan jasa Pemerintah Pasal 73, yang ketentuan teknis operasionalnya diatur oleh peraturan Lembaga Kebijakan Pengadaan Barang dan Jasa (LKPP) Nomor 14 Tahun 2018 tentang LPSE, dikutip dari Indonesia.go.id

LPSE dalam menyelenggarakan sistem pelayanan, Pengadaan Barang dan Jasa secara elektronik juga wajib memenuhi persyaratan sebagaimana yang ditentukan dalam Undang-undang Nomor 11 Tahun 2008 tentang Informasi dan transaksi elektronik.

Layanan yang tersedia dalam sistem pengadaan secara elektronik saat ini adalah tender, yang ketentuan teknis operasionalnya diatur peraturan Lembaga LKPP Nomor 9 Tahun 2018 mengenai tata cara e-tendering. Selain itu LKPP juga menyediakan fasilitas katalog elektronik (e-catalogue) yang merupakan sistem informasi elektronik yang memuat daftar, jenis, spesifikasi teknis, dan harga barang tertentu dari berbagai sumber, dilansir dari http://jdih.lkpp.go.id

Penjabaran dari Peraturan Presiden Nomor 16 Tahun 2018 tentang pengadaan barang dan jasa, jika Kementerian/Lembaga/Pemerintah Daerah tidak memiliki LPSE maka dapat menggunakan fasilitas LPSE terdekat dengan kedudukannya untuk melaksanakan pengadaan secara elektronik namun untuk Pemerintah Daerah (Pemda) yang telah memiliki portal SPSE wajib menggunakan dan memfungsikan portal (LPSE) tersebut, mengingat pentingnya ruang lingkup SPSE yang mencakup, perencanaan pengadaan, persiapan, pemilihan penyedia, Pelaksanaan kontrak, serah terima pekerjaan, pengelolaan penyedia dan katalog elektronik, selain itu LPSE juga harus memiliki interkoneksi dengan sistem informasi perencanaan, penganggaran, pembayaran, manajemen aset, dan informasi lain terkait SPSE.

Sementara sistem pendukung SPSE meliputi portal pengadaan nasional, pengelolaan sumber daya manusia pengadaan barang dan jasa, Pengelolaan advokasi masalah hukum, Pengelolaan peran serta masyarakat, pengelolaan sumber daya pembelajaran, serta monitoring dan evaluasi.

Pentingnya peran LPSE dalam mengelola seluruh sistem informasi pengadaan barang/jasa dan infrastrukturnya, pelaksanaan registrasi dan verifikasi pengguna seluruh sistem informasi pengadaan barang dan jasa serta pengembangannya, sistem informasi yang dibutuhkan oleh pemangku kepentingan. Maka dasar tersebutlah mewajibkan kepada Pemerintah Daerah untuk mengoptimalkan dan memaksimalkan penggunaan portal LPSE di masing-masing pemangku kepentingan. Adapun Pemerintah Daerah dalam hal terjadi permasalahan teknis penggunaan LPSE, maka kelompok kerja melaporkan kepada UKPBJ untuk ditindaklanjuti dan segera memberikan solusi sesuai jadwal pengadaan, dikutip dari www.lkpp.go.id

Hasil pantauan dari kantor berita Jbm.co.id, melalui situs lpse.lampungprov.go.id Pemerintah Daerah tingkat II  telah melelang sejumlah lelang proyek pada portal LPSE Provinsi Lampung diantaranya, Pemkab yang telah melakukan tender proyek secara elektronik di situs portal LPSE Provinsi Lampung yaitu, Pemkab Lampung Timur, Pemkab Lampung Selatan, Pemkab Tulang Bawang, Senin (13/4/2020).

Pemkab Lampung Timur ; 

1. Peningkatan Jalan-ruas jalan Sumber Rejo-Putra Aji (Jembat Batu) nilai Rp. 13 Miliyar.

2. Peningkatan Jalan-ruas jalan Tegal Ombo-Tanjung Tirto nilai Rp. 1,5 Miliyar

3. Rehab Jaringan Irigasi di Way Beringin Nilai Rp. 471,7 Juta

4. Rehab Jaringan Irigasi di Way Kerikil Nilai Rp. 364, 5 Juta

5. DAK pembangunan sistem penyediaan aIr minum di Desa Bojong, Kec. Sekampung Udik Nilai Rp. 500 Juta

6. DAK Pembangunan sistem penyediaan air minum di Desa Pugung Raharjo Kec. sekampung Udik Nilai Rp. 500. Juta
