Beritaterkini Jakarta : Dirjen Perlindungan Konsumen dan Tertib Niaga (PKTN) Kementerian Perdagangan, Veri Anggrijono, menyatakan pengaduan konsumen mengacu ke-6 parameter pengawasan & penegakan hukum dalam Peraturan Menteri Perdagangan nomor 69 tahun 2018 tentang Pengawasan Barang Beredar dan/atau Jasa.
“Pengawasan meliputi label berbahasa Indonesia, standar, cara menjual, iklan/promosi, klausula baku, dan layanan purnajual. Dari enam parameter ini, pengaduan masyarakat paling banyak dalam transaksi digital adalah parameter cara menjual,” urai Dirjen Veri di Manado.
Dijelaskannya, periode Januari—Oktober 2021, data pengaduan melalui saluran pengaduan Kemendag tertinggi berasal dari transaksi e-commer sebesar 7.598 dari 7.971 atau 95% dari total pengaduan yang masuk. “Mayoritas parameter yang diadukan terkait ketidaksesuaian barang, gangguan sistem, proses pembayaran, waktu pengiriman, dan barang tidak sampai.”
Untuk itu, Dirjen Veri mengakui menggenjot peningkatan keberdayaan konsumen melalui edukasi konsumen kepada komunitas masyarakat & pelaku usaha selain itu penyebarluasan media informasi terkait perlindungan konsumen melalui kanal media sosial, cetak, & elektronik.
Hal senada diungkap ketua Badan Perlindungan Konsumen Nasional, Rizal E Halim. Katanya, iklim usaha kondusif & berkeadilan antara pelaku usaha & konsumen diperlukan penguatan kelembagaan, edukasi & sosialisasi perlindungan konsumen demi kesejahteraan masyarakat.
Sementara Direktur Pemberdayaan Konsumen Ditjen PKTN, Ojak Simon Manurung, menjelaskan hasil survei Indeks Keberdayaan Konsumen (IKK) nasional 2020 menyebut nilai 49,07 menandai bahwa konsumen Indonesia berada pada level mampu. IKK tolok ukur kesadaran & pemahaman konsumen akan hak & kewajiban serta kemampuannya dalam berinteraksi dengan pasar.
“Artinya konsumen sudah mengenali hak dan kewajibannya, serta mampu menentukan pilihan konsumsinya, namun belum terlalu aktif memperjuangkan hak-haknya sebagai konsumen,” ulas Direktur Ojak Simon.
Prinsip Keadilan
Sementara Wakil Menteri Perdagangan, Jerry Sambuaga, mengajak pelaku usaha nasional mewujudkan iklim perdagangan yang mengedepankan prinsip keadilan. Disamping mendorong konsumen lebih cerdas dalam memahami hak-kewajiban secara kritis.
“Tujuannya, melindungi konsumen agar mampu menggerakkan roda perekonomian melalui pembelian dan penggunaan produk usaha mikro, kecil, dan menengah (UMKM) hasil karya anak bangsa di tengah era digitalisasi,” ujarnya dalam rilis diterima media, malam Minggu (7/11).
Alasan Wamendag Jerry, konsumen berperan besar dalam perekonomian Indonesia dimana kontribusi konsumsi terhadap pertumbuhan nasional sampai 58,9% sehingga kepentingan konsumen dalam konsumsi dan aktivitas perdagangan wajib menjadi perhatian.
“Kemendag melalui Dirjen PKTN terus memberikan informasi utuh agar masyarakat konsumen menjadi semakin cerdas. Juga mengajak masyarakat konsumen untuk mencintai dan membeli produk-produk domestik,” ujarnya saat membuka kegiatan pembinaan kebijakan perlindungan konsumen bagi pelaku usaha bertema “Konsumen Berdaya Pulihkan Ekonomi Bangsa” di Manado pada Jumat (5/11).
Sinergitas
Sementara itu Asisten Ekbang Provinsi Sulut, Praseno Hadi, dan Kadisperindag Edwin Kindangen, sepakat menyatakan perlunya sinergitas seimbang antara pelaku usaha, konsumen, & pemerintah sebagai regulator, dalam koridor good governance,
“Ketiga sektor harus seimbang, tidak ada yang dirugikan dan tidak terlalu diuntungkan. Strategisnya langkah pemerintah akan menjamin keberlangsungan usaha dan perlindungan konsumen,” urai Praseno
Namun, bagi Edwin Kindangen, Asosiasi Pengusaha Indonesia harusmengajak sesama pelaku usaha untuk jujur dan bertanggung jawab dalam berusaha. “ketika konsumen terlindungi, sesungguhnya yang paling diuntungkan adalah pelaku usaha itu sendiri, karena konsumen adalah nafas keberlangsungan usaha para pelaku usaha,” imbuhnya.
